Participating in the competition are the secretaries and deputy secretaries of the Youth Union in communes, wards, and towns; the secretaries and deputy secretaries of the Youth Union in schools; and the secretaries and deputy secretaries of grassroots Youth Union branches or sub-branches (for affiliated units).

The contestants participated in two parts of the competition: a costume presentation including Vietnamese youth attire and evening wear; and a talent show where teams showcased their talents through skits, poetry, folk songs, singing, dancing, storytelling, magic, etc.
