The Party Central Office has just issued a notice of the conclusion of General Secretary To Lam at a working session with the Ministry of Home Affairs and the Ministry of Agriculture and Environment on the system of public service units performing agricultural extension tasks at the local level when operating the 2-level local government model.
The General Secretary emphasized the need to fully understand the role and importance of agriculture and the task of agricultural development in socio -economic development, new rural construction, and improving people's lives in accordance with the spirit of "agriculture is a national advantage and the pillar of the economy".
Besides, according to the General Secretary , it is necessary to identify agricultural extension work as an important task of the commune-level government, and agricultural extension must be linked to the grassroots and the fields.

Regarding the organizational model, the General Secretary concluded that the provincial and municipal levels maintain agricultural extension centers, mainly responsible for guiding, coordinating, urging, inspecting and supporting the commune level in implementing agricultural extension work. "Do not organize regional or inter-commune agricultural extension stations," according to the General Secretary's request.
Meanwhile, the commune level will establish public service units to perform multi-sector, multi-field essential basic public services, including agricultural extension functions and tasks.
The General Secretary noted that Party committees and authorities at the commune level must pay attention to directing the implementation of agricultural extension work well, and not "leave it entirely" to public service units.
Along with that, the General Secretary directed to continue to consolidate and improve the effectiveness of the activities of community agricultural extension groups, increase the dissemination of knowledge and production experience, support and guide farmers to link up to develop agricultural production.
Based on the provincial and regional agricultural extension stations, the inter-commune agricultural extension staff will be assigned to the communes, coordinating with the officers working in the agricultural and environmental fields in the existing communes. The General Secretary requested to ensure that each commune has at least 5-6 agricultural extension staff, without increasing the total number of agricultural extension staff.
The Government Party Committee was assigned to direct the Party Committee of the Ministry of Home Affairs to coordinate with the Party Committee of the Ministry of Agriculture and Environment to urgently issue legal documents within their authority, guide localities to implement according to the above orientation, and complete before October 15.
Also according to the General Secretary's request, localities must arrange to establish commune-level public service units before October 30.
