Identifying corruption as one of the major risks threatening the survival of the Party and the regime, the Party and the State always pay attention to the fight against corruption and negativity. This is one of the vital tasks of Party building and rectification, and improving the effectiveness and efficiency of State management.
The Resolution of the 13th National Party Congress clearly identifies that one of the key tasks during this term is to continue to promote the fight against corruption and negativity.
Going into depth, closely linking prevention with construction
Speaking at the closing ceremony of the 13th Party Central Committee's mid-term conference on May 17, General Secretary Nguyen Phu Trong acknowledged that "there have been many positive innovations in the field of preventing and combating corruption and negativity."
“Up to now, it can be affirmed that never before has the fight against corruption and negativity in our country been directed in such a strong, systematic, synchronous, drastic, and clearly effective manner as in recent times; leaving a remarkable mark, creating high consensus in the whole society and consolidating and strengthening the trust of cadres, party members and people in our Party, State and regime,” the General Secretary emphasized.
The fight against corruption and negativity has truly "become an irreversible movement and trend", receiving the consensus, support, and appreciation of officials, party members, and people, and recognition from international friends.
Thanks to that, corruption has been gradually controlled and prevented, contributing significantly to maintaining political stability, socio-economic development, and strengthening the trust of cadres, party members and people in the Party and State.
This result was affirmed by General Secretary Nguyen Phu Trong at the conference summarizing 10 years of anti-corruption work in the period 2012 - 2022: "Never before has the fight against corruption and negativity been carried out in such a strong, synchronous, drastic, methodical and effective manner as in recent times."
During the past half term, the fight against corruption and negativity continued to be promoted, with new developments, going into depth, and more closely linking "prevention and construction".
This is clearly demonstrated in two aspects: Institutional improvement and detection and handling of corruption and negativity.
Speaking with VietNamNet reporter, National Assembly delegate Vu Trong Kim (Chairman of the Vietnam Association of Former Youth Volunteers) assessed: "The past 3 years can be said to be the peak of the process of preventing corruption and negativity."
Citing this statement, Mr. Kim said that, first of all, we must talk about legal documents and Party regulations on preventing and combating corruption and negativity more fully.
This has created a legal corridor and political basis to solve problems that have long been stuck and unresolved.
A series of regulations related to the work of preventing and combating corruption and negativity have been issued. Among them is Regulation No. 32 dated September 16, 2021 of the Politburo on the functions, tasks, powers, working regime, and working relations of the Central Steering Committee on Prevention and Combating Corruption and Negativity.
"Vaccine" dose helps cadres and party members increase resistance
The policy of establishing a provincial-level Steering Committee for anti-corruption and negativity, which was highly unanimously approved by the 5th Central Conference, was also a highlight in the past half term.
On June 2, 2022, the Secretariat issued Regulation 67 on the functions, tasks, powers, organizational structure, working regime, and working relations of the Steering Committee for anti-corruption and anti-negativity of provinces and centrally-run cities.
Immediately after that, the provinces and cities established the Provincial Steering Committee for Anti-Corruption and Negativity, headed by the Provincial Party Secretary.
According to Mr. Vu Trong Kim, thanks to these regulations, the anti-corruption and anti-negativity apparatus has overcome the situation of "hot above, cold below".
Sharing with VietNamNet reporter, Thai Nguyen Provincial Party Secretary Nguyen Thanh Hai said that the Provincial Steering Committee for Anti-Corruption and Negativity is the "extended arm" of the Central Steering Committee, demonstrating the spirit of "unanimity from top to bottom, and transparency from top to bottom" from the Central to local levels.
The Thai Nguyen Party Secretary believes that special attention must be paid to the "prevention" of corruption, and that corrupt and negative acts must be promptly detected and dealt with at a small scale when they first appear. This will avoid causing consequences before they are dealt with, and prevent the loss of both state assets, land, and mineral resources, and officials.
Therefore, the establishment of the Provincial Steering Committee demonstrates humanity according to the motto "prevention" is better than "control".
"These will be like vaccines to help cadres and party members increase their resistance to material temptations and sophisticated bribery tricks," Ms. Nguyen Thanh Hai emphasized.
The Thai Nguyen Party Secretary assessed that the results achieved in the fight against corruption and negativity in the past half term have created trust among the people and have a deterrent and warning effect, helping all cadres, party members, and even people and businesses to be self-aware and highly aware in correctly, fully and synchronously applying legal regulations.
The fact that some officials who have committed violations have been punished in the past is a painful lesson, serving as a deterrent and warning to all officials and party members.
The mechanism of the provincial Party Secretary being the head of the steering committee not only ensures the Party's regular and direct leadership and direction in the work of preventing and combating corruption and negativity, but also creates more favorable conditions for detecting, verifying and handling corruption and negativity at the local level. Thereby, helping the process of detecting and handling corruption and negativity to be carried out quickly, promptly, accurately, fairly, and reducing cumbersome procedures at many levels.
2 Politburo members, 5 Central Committee members resign
Another breakthrough in the work of perfecting the institution to prevent and combat corruption and negativity is the conclusion of the Politburo on the policy of job arrangement for cadres under the management of the Politburo and the Secretariat after being disciplined.
In particular, the Politburo encourages cadres who are disciplined with warnings or reprimands but have limited capacity and reduced prestige to voluntarily resign.
This policy was then institutionalized and quickly put into practice.
At the 6th Central Conference, 13th term, for the first time, the Central Executive Committee considered and decided to allow 3 Central Committee members to stop participating in the Executive Committee, including Mr. Nguyen Thanh Phong, Mr. Huynh Tan Viet, and Mr. Bui Nhat Quang.
After that, the Central Committee continued to agree to let Mr. Nguyen Xuan Phuc and Mr. Pham Binh Minh resign from the position of Politburo member; Mr. Vu Duc Dam and Mr. Nguyen Phu Cuong resign from the Central Committee member.
Localities also consider dismissing, resigning or assigning other jobs to officials after being disciplined, including the case of the Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee (Ninh Binh, Phu Yen, Binh Thuan, ...).
“These regulations have taken the lead, opening up a very important legal corridor in the legislative, executive and judicial fields, bringing the work of preventing corruption and negativity into depth,” Mr. Vu Trong Kim emphasized.
On June 19, 2023, General Secretary Nguyen Phu Trong chaired the conference to review 1 year of operation of the Provincial Steering Committee for Anti-Corruption and Negativity.
The conference was held directly at the Central Party Executive Committee hall with more than 300 delegates and 2,200 delegates at local connection points attending.
The conference aims to assess the situation and results of the establishment and implementation of the functions, tasks and powers of the Provincial Steering Committee according to Regulation No. 67, dated June 2, 2022 of the Secretariat.
In addition, the conference aims to exchange, discuss, provide professional guidance, share experiences, and resolve difficulties and obstacles in the operation of the Provincial Steering Committee. At the same time, it identifies tasks and solutions to improve the operational efficiency of the Provincial Steering Committee, contributing to continuing to promote the work of preventing and combating corruption and negativity, and successfully implementing the Resolution of the 13th National Party Congress.
Just 2 months after the Resolution of the Central Committee No. 5, 63/63 Provincial and Municipal Steering Committees were quickly established, of which the 3 earliest established localities were Hanoi, Da Nang and Thanh Hoa.
The results of the Steering Committee's activities after 1 year have significantly contributed to creating increasingly clear changes in the work of preventing and combating corruption and negativity at the local level, especially in detecting and handling corruption and negativity; gradually overcoming the previous situation of "hot above, cold below".
The establishment of the Provincial Steering Committee is also an important milestone, showing that the organizational system, leadership and direction apparatus for preventing and combating corruption and negativity in Vietnam has been further improved.
