General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the conference.
Attending the conference were Politburo members, members of the Central Military Commission Standing Committee: President Luong Cuong, Prime Minister Pham Minh Chinh.
Party Central Committee Secretary Le Hoai Trung, Chief of the Party Central Committee Office; General Trinh Van Quyet, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army; Party Central Committee members, Standing Members of the Central Military Commission, leaders of the Ministry of National Defense, heads of functional agencies and units under the Ministry of National Defense attended the conference.
The report at the conference on the preparation work for the 12th Party Congress of the Army for the 2025-2030 term showed that the Central Military Commission Standing Committee has thoroughly grasped and seriously implemented Directive No. 45-CT/TW dated April 14, 2025 of the Politburo and the regulations, conclusions and instructions of the Central Committee on Party Congresses at all levels towards the 14th National Party Congress. In particular, it has directed 100% of Party cells, Party committees of departments, Party committees at grassroots levels, Party committees directly above the grassroots level and many Party committees directly under the Central Military Commission to complete the organization of the congress in accordance with principles and procedures, achieving good results; the vast majority of personnel expected to form the Party Committee and delegates to the Party Congress at higher levels were elected with high votes of confidence.
Along with that, the Central Military Commission Standing Committee has proactively done a good job of preparing in all aspects, especially in terms of documents and personnel work for the congress. The draft congress documents have been carefully and scientifically prepared. Up to now, the documents submitted to the 12th Military Party Congress have achieved high consensus in terms of structure, content and expression.
Delegates attending the conference highly appreciated the preparation work, especially the draft documents submitted to the congress, which ensured quality, were general, concise, reasonable in size, and had a scientific structure. Delegates also suggested and oriented some contents that needed to be supplemented, clarified, and expressed more deeply, especially regarding the direction, goals, leadership solutions, breakthroughs, and action programs of the congress so that the competent agencies could absorb and complete them in the draft documents.

Concluding the conference, General Secretary To Lam acknowledged and highly appreciated the activeness and proactiveness of the General Department of Politics of the Vietnam People's Army and relevant agencies and units in coordinating well in all aspects of the congress's preparations; directing and guiding all levels to organize the congress to ensure progress and regulations, achieving good results.
The draft Political Report submitted to the congress was prepared seriously and scientifically, absorbing and assimilating the intellectual contributions of agencies and functional units, with a high level of generality, ensuring comprehensiveness, highlighting the achievements and results that the Party Committee of the Army has led to achieve in the 2020-2025 term. The report also pointed out the limitations and shortcomings, clearly stated the causes, lessons learned and proposed leadership directions and solutions in the 2025-2030 term.
Agreeing with the assessment of the situation, limitations and causes stated in the draft report, the General Secretary requested the competent authorities to clarify some contents on solutions to overcome shortcomings in the coming time; clarify further the work of forecasting, analyzing and assessing the situation to proactively advise the Party and State to effectively handle situations, avoid being passive and surprised and lead the implementation of the military and defense advisory function well; advise on perfecting the institutions, mechanisms and policies to build a revolutionary, disciplined, elite and modern army.

General Secretary To Lam noted that it is necessary to supplement and more clearly demonstrate the contents on adjusting the planning for building the national defense posture; coordination work to maintain political security and social order and safety; building a politically strong army, leading the implementation of combat readiness tasks well, improving the quality of training, education, and training, effectively responding to non-traditional security challenges; breakthrough work to improve the quality of regular construction and discipline enforcement; breakthrough development of the defense industry to serve as the basis for building an autonomous, self-reliant, self-reliant, dual-use, and modern defense industry.
The General Secretary directed that, in terms of direction, goals, and leadership solutions, it is necessary to more clearly demonstrate the contents that the Party Committee of the Army has determined to focus on leading and implementing in the coming term, especially the breakthrough in science and technology development, innovation, digital transformation, building each officer and soldier into a "digital soldier"; focusing on improving the efficiency of financial work; restructuring military enterprises, ensuring effective operations, actively contributing to the development of the country as well as promoting international integration, defense diplomacy, and perfecting military and defense institutions; implementing policies to attract and promote talents in the army...
The General Secretary assigned the Editorial Team to coordinate with relevant agencies and units to synthesize and absorb the opinions of conference delegates, promptly complete the draft documents for reporting and approval according to regulations, ensuring that the congress is organized according to plan, is a great success, and is truly exemplary in all aspects.
