The Si Pa Phin Primary and Secondary School Project is being built in Nam Chim 1 village, Si Pa Phin commune. The project has a total investment of 220 billion VND from the support capital of Hanoi City and socialized sources; implemented in the period of 2025 - 2026.

According to the approval decision, the Inter-level School is invested in construction with a modern scale, including: 31 classrooms serving over 1,000 students (15 primary classrooms, 16 secondary classrooms); 1 educational equipment room; 1 school counseling room and support room for disabled students to integrate into the school.

At the same time, the project invested in building 14 subject classrooms, 1 library, about 120 dormitories for students, 15 public offices, a multi-purpose house, a cultural house; a principal's house; a kitchen block, a dining room, a warehouse; toilets, student bathrooms; a swimming pool; a football field; internal roads; auxiliary items and equipment.

The main objective of the project is to improve learning conditions for students in mountainous areas, especially ethnic minority students; contribute to maintaining student numbers, increasing attendance rates, limiting dropout rates; and at the same time improve the quality of comprehensive education in mountainous and border communes with many difficulties.

The project is expected to be a highlight in the development of educational infrastructure in border communes, creating a premise for sustainable human resource development, associated with the goal of ensuring social security and maintaining stability in the country's border areas.

Speaking at the groundbreaking ceremony, General Secretary To Lam emphasized that education and training have always been identified by our Party as the top national policy, the foundation for rapid and sustainable national development. Therefore, the investment in building Si Pha Phin Primary - Secondary School is a correct and timely policy, with profound humanity and strategic vision. This is not only an educational project, but also demonstrates the Central Government's concern for the locality, a symbol of solidarity and sharing between urban and mountainous areas, between the capital Hanoi and the heroic province of Dien Bien.

According to the plan, the investment project is in the period of 2025 - 2026, but General Secretary To Lam requested Dien Bien province, investors and units to coordinate to urgently implement, strive to complete and put into use the project at the beginning of the second semester of the 2025 - 2026 school year. For the design, construction, consulting and supervision units to implement the project with all their hearts and the highest sense of responsibility, considering this not only a construction project but also a place to entrust the trust and dreams of the people in the border area, ensuring the quality of the project, safety worthy of being a model school of Dien Bien province. The Party Committee, government and people of Si Pa Phin commune need to create all favorable conditions for the units to implement the project. Mobilize parents to actively send their children to school with full conditions for learning; it is necessary to link school construction with preserving national cultural identity; Teaching must go hand in hand with teaching people, teaching morality, love for the homeland and country. For the people in the commune, continue to accompany, support, and share so that the project can be implemented smoothly because this is the school of our children, of the people, so we must preserve and cultivate it together.

Provincial Party Secretary Tran Quoc Cuong spoke at the groundbreaking ceremony.

At the groundbreaking ceremony, Provincial Party Secretary Tran Quoc Cuong thanked General Secretary To Lam for his special attention to the cause of education in mountainous areas and the development of ethnic minority areas; and for his interest in investing in infrastructure for the Education and Training sector of Dien Bien province in general and Si Pa Phin commune in particular. The Provincial Party Secretary affirmed: Dien Bien province will closely coordinate with relevant ministries, branches and units to ensure that the project is implemented on schedule, meets quality, is safe and is soon put into use, serving students. The province will select and arrange a team of dedicated, experienced and dedicated managers and teachers to the cause of education, especially education in mountainous areas, so that the school can truly become a warm common home, a place to nurture knowledge and nurture dreams for future generations; especially for children of ethnic minorities in mountainous and border areas with many difficulties.

After starting the construction of the Si Pa Phin Primary and Secondary School, General Secretary To Lam and the delegation attended the inauguration of the great solidarity house for the family of Mr. Ly A Chong, Nam Chim village, Na Sang commune.

The traditional wooden house with 5 rooms, clean cement floor, and cement tile roof was completed with a total cost of about 150 million VND. Of which: 50 million VND from the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas and 100 million VND from the family's counterpart.

General Secretary To Lam congratulated Ly A Chong's family and encouraged the family to continue to strive to overcome difficulties, increase production, increase income, improve living standards, and strive to escape poverty.
