Reporting to the General Secretary and the Working Group, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Kon Tum Provincial People's Council Duong Van Trang said that Kon Tum province has been seriously implementing the resolutions and conclusions of the Central Committee on streamlining the apparatus and administrative units, and implementing Party Congresses at all levels. Despite many difficulties, Kon Tum province's socio-economic development has always achieved high growth over the past years. In the first quarter of 2025 alone, it reached 8%; national defense and security are ensured. Regarding the policy of merging the province, the Standing Committee of the Kon Tum Provincial Party Committee believes that when the new province is merged, it will have the opportunity to develop more strongly when it has a seaport, border gate, forest and marine economy , industry and agriculture. The Standing Committees of the two provinces agreed to arrange the second base of the new Quang Ngai province in Kon Tum city to facilitate management and operation, and be close to the people in the first stage after the merger of the new province. The Provincial Party Secretary proposed to the Working Group to add Mang Den airport to the overall development of national airports; proposed to invest in upgrading 157 km of National Highway 24 connecting Kon Tum - Quang Ngai in phase 2 to serve urgent needs in the immediate future; the Central Government should pay attention to investing in National Highway 18B connecting Kon Tum province with Attapeu province - Laos to develop the economy of the border gate and border areas.

Reporting to the working delegation, Central Party Committee member, Provincial Party Secretary, Chairwoman of Quang Ngai Provincial People's Council Bui Thi Quynh Van said that the two provinces have closely coordinated to prepare for the merger and prepare for the new Quang Ngai Provincial Party Congress. In particular, focusing on preparing a team of capable and responsible cadres to complete tasks in the new situation. The Quang Ngai Provincial Party Secretary proposed that the Central Government pay attention to and create favorable conditions for the construction of Ly Son airport to develop sea and island tourism ; for mechanisms and policies to invest in the construction of the National Energy and Petrochemical Center in Dung Quoc Industrial Park.

Speaking at the meeting, General Secretary To Lam praised the achievements of Kon Tum and Quang Ngai provinces. General Secretary To Lam noted that the two provinces still have some limitations such as growth not reaching expectations, low investment attraction and budget collection, limited quality of human resources, low per capita income, high poverty rate, and still having officials and party members violating the law. Accordingly, merging the two provinces is an opportunity for development in all aspects. General Secretary of the Party Central Committee To Lam said: “ The new Quang Ngai province after the merger will have a unique, harmonious combination of strategic depth and diversity in ecology and culture. In terms of geostrategy, with nearly 300 km bordering Laos and Cambodia, Kon Tum plays the role of the western gateway of the East-West economic corridor while Quang Ngai has a system of deep-water seaports Dung Quoc, Sa Ky port, and the potential to develop Ly Son airport, creating conditions for seamless connection from the border to the sea, forming an inter-regional and inter-national traffic axis. The Po Y international border gate system, national highways 24, 40B, North-South expressway, and national highway 1A, when synchronously connected, will help build a multi-dimensional logistics network, elevating the region to become a regional center, becoming a strategic goods transit center for the Central Highlands, South Central Coast and Mekong sub-region... for export.”
