General Secretary To Lam: Moving towards free hospitalisation for all people from 2030-2035

The Central Party Office has just announced the conclusion of General Secretary To Lam at the working session with the Government Party Committee, ministries, and branches on public health care and future orientations.

At the meeting, regarding the orientation of some specific policies for immediate implementation, General Secretary To Lam agreed to implement the policy of periodic health check-ups for people at least once a year; assigned the Party Committee of the Ministry of Health to develop a specific project and report to the Government for direction and implementation as soon as possible. Issues beyond the authority will be reported to the Politburo for direction.

General Secretary To Lam assigned the Government Party Committee to direct the research and development of a project with a roadmap to gradually reduce the burden of medical costs for people, moving towards free hospital fees for all people in the period of 2030-2035; review programs, plans and projects related to people's health care to supplement and amend them to suit the new situation; direct the Party Committee of the Ministry of Health to urgently develop and complete the national target program on health care, population and development for the period of 2026-2035, and submit it to the 15th National Assembly for approval (at the 10th session).

General Secretary To Lam assigned the Government Party Committee to lead and direct the Party Committee of the Ministry of Health and central ministries and branches to urgently research and implement the consolidation of the health sector's organizational system from the central to the grassroots level in accordance with the 2-level local government organization model; pay attention to consolidating and improving the capacity of grassroots health care, which is the health care line closest to the people, playing the role of "gatekeeper" of the health system... The grassroots health care system must be stronger, with enough capacity, enough people, enough technology, and must be a place where people place their trust.

General Secretary To Lam assigned the Document Subcommittee and the Economic - Social Subcommittee of the 14th National Party Congress to review, supplement, and emphasize the viewpoints, goals, and targets on people's health care in the draft documents submitted to the 14th National Party Congress (to be implemented together with the process of receiving opinions from Party Congresses at all levels for the 2025-2030 term).

General Secretary To Lam requested to accelerate the progress of digital transformation tasks in the field of public health care, soon complete electronic health books nationwide, deploy electronic medical records, synchronize health data connection; share, recognize and use examination and treatment results between medical examination and treatment facilities, between sectors and levels...

General Secretary To Lam assigned the Government Party Committee to direct the Party Committee of the Ministry of Health to preside over and coordinate with the Central Policy and Strategy Committee and relevant agencies to study and develop a Resolution of the Politburo to lead and direct to create a breakthrough in the work of taking care of people's health, meeting the requirements of national development in the new era. This Resolution is similar to Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. The new Resolution does not replace existing resolutions, directives and conclusions, but focuses on solving new issues, major issues, bottlenecks and bottlenecks, clearly defining goals, roadmaps and specific responsibilities in taking care of people's health; completing the report to the Politburo in May 2025.
