Total control of pumping, suction and transporting sand and gravel on waterways

The Waterway Traffic Police force has increased inspection and handling of violating vehicles.

Through review, currently on the rivers in Thanh Hoa province, there are 72 inland waterway vehicles with horsepower under 200CV, specializing in pumping, sucking and transporting sand, gravel... Among them, there are many vehicles with expired registration, converted vehicles but without records and procedures according to regulations, and vehicle operators without professional certificates.

Faced with the above situation, to restore order and discipline in the exploitation, transportation, gathering and consumption of sand and gravel on inland waterways, the Traffic Police Department of the Provincial Police has deployed a plan to control vehicles equipped with sand and gravel pumping and suction equipment and vehicles transporting sand and gravel on waterways.

The plan is divided into 3 phases: Phase 1 from May 21 to May 31, conduct basic investigations, survey and grasp the situation, identify key routes, areas, mines, and staging areas. Phase 2 from June 1 to July 31, mobilize forces to strictly handle violations. Phase 3 from August 1 to November 14, review and handle vehicles that repeat violations to completely handle violations.

During the peak implementation process, in addition to promoting propaganda and mobilizing businesses and vehicle owners to voluntarily remove and dismantle illegally modified equipment to return the vehicle to its original design, the Traffic Police force will coordinate with functional units to carry out inspection work for vehicles that meet standards. For vehicles that do not meet technical requirements, the machinery and equipment will be forcibly removed and dismantled according to regulations.

Along with that, the waterway traffic police force will focus on forces, means, and technical equipment to strengthen patrolling, controlling, proactively preventing, stopping, and resolutely and thoroughly handling all unregistered waterway vehicles, expired registrations; converted vehicles, vehicles with additional pumping and suction equipment installed, sand and gravel transport vehicles without invoices or documents proving legal origin, and criminal acts and violations of the law related to illegal exploitation, transportation, gathering, and consumption of sand and gravel.
