As an area with a high rate of online administrative procedure submission in recent times, in addition to the staff at the One-Stop Service Center being well-versed in the online submission and execution process, the staff of Ward 3 also directly guide citizens in submitting applications online through the National Public Service Portal. While some young people are very quick to submit applications and complete procedures online, many elderly people who are not familiar with information technology applications, and those who do not use smartphones, face considerable obstacles. Citizens who need to carry out administrative procedures do not need to go directly to the state administrative agency; they can still complete the procedures from home by submitting applications online.

Leveraging these strengths and conveniences, many service sectors have also adopted digital transformation. For example, customers no longer need to go to the company to pay their electricity, water, or internet bills, and businesses no longer need to incur additional costs for hiring people to collect payments as before; instead, businesses collect payments through bank transfer systems.
Cashless payments, where customers can pay for services simply by scanning a QR code, are not only being implemented in large supermarkets and stores, but are also being adopted by many people when shopping, having coffee, etc. In particular, the online declaration, reporting, and payment of taxes through the online system has been implemented and has brought many practical benefits, not only for the Tax authorities but also for citizens and businesses in the area. Currently, over 85% of vehicle registration tax payments have been declared and submitted online. Almost all online tax declarations and payments are processed very quickly. When the responsible officer receives a valid application, tax collection and electronic receipt issuance also happen quickly, meeting the increasing needs of businesses and commercial entities in the area. The quick, easy, and anytime-available online declaration and payment of taxes and vehicle registration fees have brought many benefits, saving time and travel costs for citizens and businesses.
However, to build Bac Lieu City into a comprehensive and digitized smart city in all fields, the city still needs to focus on implementing many solutions to improve the effectiveness of digital transformation, especially by promoting awareness among all officials and citizens about the benefits and importance that digital transformation brings to the socio-economic development of the locality.

In the first quarter of 2025, the People's Committee of Bac Lieu City directed its specialized departments to coordinate with the Department of Science and Technology to issue 365 digital signatures to organizations and individuals. This helped to expedite work processing, enhance efficiency, and save time and costs. Simultaneously, the city regularly encouraged, supported, and guided citizens in carrying out administrative procedures through electronic means, strengthening the acceptance and resolution of administrative procedures through online public services and online payments within the city. In the first quarter of 2025, the city received 1,766 online applications (100% resolved on time), accounting for 87.34% of the applications received and processed. To date, the city has basically completed the construction of three websites for the communes of Hiep Thanh, Vinh Trach, and Vinh Trach Dong, and is currently in the process of guiding the communes on their use.
In the second quarter of 2025, the People's Committee of Bac Lieu City directed relevant departments and localities to continue promoting digital transformation, coordinating the implementation of the Smart City Project; completing the digitization of data systems on health, education , resources and environment, urban management, security and order, administrative reform, etc. It also directed continued efforts to create strong changes in administrative procedure reform, focusing on implementing online administrative procedures and innovating the service style of civil servants at the city and ward/commune-level reception and results delivery departments.
