BAC LIEU CITY: EMULATION CAMPAIGN IN LEARNING AND FOLLOWING UNCLE HO'S TEACHINGS

MANY GOOD MODELS

Given its significance and importance, the organization of research, study, and thorough understanding of the Politburo 's Directive 05-CT/TW, the Provincial Party Committee's Standing Committee's Directive 06-CT/TU, and the thematic study on President Ho Chi Minh for the entire term, as well as the theme for learning about President Ho Chi Minh in 2024 and the first months of 2025, has been strictly implemented by Party committees, Party organizations, agencies, and units at all levels with many rich and diverse forms suitable to the specific conditions of each sector and locality. Accordingly, more than 310 sessions were organized with over 8,330 participants. Many Party organizations, agencies, and units have selected the content of the thematic study as the content for their monthly political activities and study sessions, linking it to the review of the performance of the collective and individual functions and tasks according to each study session and proposing solutions for implementation in the coming period.

Identifying breakthrough content, effective models, and methods for learning and following President Ho Chi Minh's teachings has been selectively directed and implemented by Party committees and branches, closely aligned with the situation and characteristics of their localities and units, and has proven effective. Typical examples include the "Building a Code of Conduct for Office Culture and Ethics of Tax Officials" model of the Tax Department; the "Green, Clean, and Beautiful Cultural Family" model of Vinh Trach commune; the "Farmers with the Internet" and "Clan Self-Management Group" models of Vinh Trach Dong commune; and the "Every Household Displays a Picture of President Ho Chi Minh" model in Ward 5, as well as the Youth Union's model of assisting citizens in resolving administrative procedures. This has created positive changes and a high sense of responsibility among cadres and Party members throughout the city in learning and following President Ho Chi Minh's teachings.

Party committees at all levels have organized widespread, regular, continuous, and systematic propaganda through various rich and vivid forms to help cadres, Party members, civil servants, and all strata of the people gain a deeper understanding of the basic contents and immense value of Ho Chi Minh's thought, morality, and style; making his thought, morality, and style truly become a solid spiritual foundation of social life, building Vietnamese culture and people to meet the requirements of sustainable development and firmly protect the Fatherland, for the goal of "a prosperous people, a strong nation, democracy, fairness, and civilization".

BOOSTING COMMENDATION

One noteworthy achievement is that, alongside studying and following the ideology, ethics, and style of President Ho Chi Minh, the Standing Committee of the Bac Lieu City Party Committee issued and implemented Directive 06 on implementing Conclusion 21 of the Central Party Committee on strengthening the building and rectification of the Party and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degenerated in political ideology, ethics, and lifestyle, and exhibiting "self-evolution" and "self-transformation". This included identifying key tasks and assigning specific responsibilities to the Bac Lieu City People's Committee, ward and commune Party committees, and relevant agencies and organizations.

Along with that, sectors and localities have maintained monthly study sessions on following President Ho Chi Minh's teachings, combined with regular inspection and supervision; contributing to raising the sense of responsibility and work attitude of cadres and Party members in performing their assigned tasks. At the same time, they have promptly commended, rewarded, and replicated many exemplary models and examples of collectives and individuals with new, innovative, effective, and practical approaches that benefit society and the community. Specifically, Party committees at all levels in the city have commended 12 exemplary collectives and 19 exemplary individuals with many good models such as: the "Ninth Working Hour" model on Monday and Friday afternoons, "Organizing a wedding ceremony and awarding marriage certificates at the ward level", and "Garbage-free, civilized alleys" (Ward 3); The models include: “Receiving feedback and suggestions from citizens”, “Security cameras”, “Self-governing security and order teams at the Honda motorbike station”, “Businesses sponsoring the Trang An residential area”, “Self-governing security and order teams in boarding houses and rental properties”, “Club for reformed offenders”, and “Work until the job is done, not until the clock runs out” (Ward 7). The Standing Committee of the City Party Committee also commended and rewarded 27 collectives and 21 individuals, and the Standing Committee of the Bac Lieu Provincial Party Committee commended 6 collectives and 3 individuals; Bac Lieu City had 1 individual who received a commendation from the Prime Minister and 1 individual who received a commendation from the Head of the Central Propaganda Department.

According to the Propaganda and Mass Mobilization Department of Bac Lieu City: The study, understanding, and dissemination of Conclusion 01-KL/TW of the Politburo have been seriously and promptly implemented by the Standing Committee of the City Party Committee, with the issuance of relevant documents to lead, guide, and organize its widespread implementation among cadres, Party members, and all strata of the people. The awareness of cadres and Party members, especially leading and managing cadres, heads of Party committees, agencies, and units, regarding the role and responsibility of setting an example has become clearer in all aspects of their work. Regular monthly study and implementation sessions, combined with frequent inspection and supervision, have been maintained, contributing to raising the sense of responsibility and work attitude of cadres and Party members in fulfilling their assigned tasks. Many exemplary collective and individual models and examples, featuring new models, innovative and effective methods that are practical and beneficial to society and the community, have been promptly recognized and replicated. These have been highly appreciated by cadres, Party members, and the people, and have been widely disseminated.

These results were achieved thanks to the effective role played by Party committees, Party secretaries, and heads of agencies, units, and localities, demonstrated through their determination and perseverance in leadership, guidance, and implementation, as well as their exemplary leadership and role models in studying and following President Ho Chi Minh's teachings. Party committees, agencies, localities, and units flexibly and creatively applied and concretized directives from higher levels into programs and plans that were appropriate to the actual conditions of their respective localities and units.
