Can Tho City: Summary of work on preventing and combating corruption, waste, and negative practices.

On November 13th, the Can Tho City Party Committee held a conference to summarize the work on preventing and combating corruption, waste, and negative phenomena during the 13th Party Congress term. Over the past five years, the awareness of Party committees, organizations, and cadres and Party members regarding the prevention and combating of corruption, waste, and negative phenomena has shown positive changes.

Attendees included: Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Can Tho City Party Committee Le Quang Tung; Director of Local Affairs Department III, Central Internal Affairs Commission Tran Hoang Kiem; and the Deputy Secretaries of the City Party Committee, along with representatives of the Party Committees of 102 communes and wards in Can Tho City.

Savings in recurrent expenditures exceeded 1.6 trillion VND.

The Party Committee of Can Tho City has 109 subordinate party committees, including 103 commune and ward party committees, and 6 sectoral party committees, with a total of 1,284 grassroots party organizations (408 grassroots party committees, 876 grassroots party branches), 2,642 party branches directly under the higher-level Party Committees (including 1,859 hamlet, neighborhood, and area party branches), and 2,526 party branches directly under grassroots party committees, with over 143,000 party members.

Over the years, the Party Committee, government, and people of the city have united, strived, and worked together in a coordinated and harmonious manner to fulfill political tasks, achieving many outstanding results. The fight against corruption, waste, and negative practices has been decisively directed, going into depth, without any forbidden areas or exceptions, creating a strong deterrent and effective preventive effect. This has significantly contributed to maintaining political stability, promoting socio-economic development, and strengthening the people's trust in the Party and the State.

Based on Resolution No. 17-NQ/TU, Party committees, Party organizations, agencies, and units, especially their leaders, have directly led and directed efforts to improve the effectiveness of anti-corruption, anti-waste, and thrift prevention and control in their respective agencies, units, and localities; contributing to preventing, deterring, and combating corruption, waste, and negative phenomena, while also strictly handling acts of obstruction and retaliation against those fighting corruption, waste, and negative phenomena.

Over the past five years, the awareness of Party committees, Party organizations, and cadres and Party members has undergone positive changes; the role of Party committees and organizations, especially their leaders, in the fight against corruption, waste, and negative practices has been enhanced; the implementation of anti-corruption measures in accordance with Party regulations and State laws (codes of conduct for officials when performing official duties, asset declaration, transfer of positions for those in positions of authority, etc.) has yielded many good results; the practice of saving and combating waste in accordance with Party regulations and State laws has been outstanding, with the city achieving a 10% reduction in recurrent expenditures, amounting to 1,675 billion VND; and saving approximately 264 billion VND in budget expenditures from conferences, seminars, training courses, procurement, festivals, etc.

Regarding the detection and handling of corruption, waste, and negative practices, the Can Tho City Party Committee stated that the Standing Committee of the City Party Committee always pays attention to directing and promoting the effectiveness of inspection, examination, and supervision work, promptly detecting and handling violations by Party organizations, officials, and Party members, contributing to maintaining discipline and order within the Party and the State apparatus, and serving the work of preventing and combating corruption, waste, and negative practices.

Specifically, Party committees at all levels inspected 1,959 Party organizations and 909 Party members (106 of whom were Party committee members at all levels), and conducted thematic supervision of 2,187 Party organizations and 1,082 Party members (265 of whom were Party committee members at all levels). Party committees at all levels and Party branches disciplined 10 Party organizations and 456 Party members, including reprimanding 7 Party organizations and 340 Party members, issuing warnings to 3 Party organizations and 82 Party members, dismissing 21 Party members from their positions, and expelling 13 Party members.

The Party Inspection Committees at all levels conducted inspections of 1,303 Party organizations regarding the implementation of inspection and supervision tasks; 54 Party organizations regarding the enforcement of Party discipline; 974 Party organizations regarding budget revenue and expenditure; and inspected the collection, payment, management, and use of Party membership fees for 18,088 Party organizations.

Deputy Head of the Internal Affairs Committee of Can Tho City Party Committee, Ha Bao Huy, reported on the results of the work to prevent and combat corruption, waste, and negative practices in the city.

The city's Inspection Department conducted 911 inspections and audits, recommending amendments, additions, and improvements to numerous regulations, mechanisms, and legal policies across various fields. They uncovered violations totaling 60.46 billion VND; recommended the recovery of 42.69 billion VND (42.63 billion VND has already been recovered); recommended other actions totaling 17.77 billion VND; recommended disciplinary action against 202 collectives and 959 individuals; and transferred 15 cases to the Investigation Agency as per regulations.

Regarding economic violations identified through intelligence gathering and handling, the city received 58 reports, many of which were effective and contributed well to the fight against corruption and negative practices. Functional agencies have initiated legal proceedings in 46 out of 58 reports; temporarily suspended proceedings in 11 reports, and did not initiate legal proceedings in one report.

The city police handled 46 cases/76 defendants; investigations were concluded in 40 cases/75 defendants. The People's Procuratorate at both city levels issued indictments in 40 cases/75 defendants. The People's Court at both city levels tried 38 cases/55 defendants.

Enhancing the role of the leader

Solutions to prevent corruption, waste, and negative practices are being implemented by agencies, organizations, units, and localities throughout the city in accordance with regulations. Functional agencies are strengthening coordination and resolutely fighting and handling all types of crimes, especially those related to corruption, waste, and negative practices.

However, the annual plans for preventing and combating corruption and waste, and practicing thrift, in some agencies and units lack specificity; the rotation of positions for officials and civil servants in some places has not been in accordance with regulations. In a few localities, the heads of Party committees and governments have at times not ensured that the regular meetings and direct dialogues with citizens are conducted in accordance with regulations.

While progress has been made in the assessment and valuation of assets for handling corruption, waste, and negative practices, it remains slow, difficult, and has not kept pace with the requirements and tasks. The recovery of assets in some cases has a low rate because the perpetrators have very few or no assets left.

The review of socio-economic inspections remains limited; some inspection conclusions and recommendations still face difficulties in coordinating the handling of violations, leading to delays in processing some cases at certain times.

According to the Can Tho City Party Committee, the reasons are that the implementation of anti-corruption, anti-waste, and austerity measures in some agencies and units is sometimes not serious enough and is merely superficial. Some agencies and units have not truly paid attention to leading and directing the implementation of inspection conclusions; internal inspection and self-inspection to detect corruption, waste, and negative practices within agencies, organizations, and units are still limited. In some places, the heads of Party committees and government have not given adequate attention to receiving citizens, engaging in direct dialogue with citizens, and addressing their feedback and suggestions.

The coordination between agencies and units directly responsible for detecting and handling corruption, waste, and negative practices is not always smooth; the process of asset appraisal and valuation is still protracted; the competence level of officials working in the prevention and fight against corruption, waste, and negative practices is uneven, and most of them hold multiple positions…

Speaking at the conference, Can Tho City Party Secretary Le Quang Tung emphasized that today's conference is of great importance, demonstrating the unity, consensus, and high determination of the city's Party Committee in the fight against corruption, waste, and negative phenomena.

After listening to reports and speeches from many comrades at the Conference, the Secretary of the Can Tho City Party Committee highly appreciated the relatively comprehensive implementation of all aspects of the work of preventing and combating corruption, waste, and negative phenomena according to assigned functions and tasks, and achieving very important results, contributing to creating increasingly clear changes in the city's work of preventing and combating corruption, waste, and negative phenomena.

The city achieved these results thanks to the attention and guidance of the Central Steering Committee on preventing and combating corruption, waste, and negative phenomena; and the timely guidance of the Central Internal Affairs Committee - the Standing Agency of the Central Steering Committee.

According to Le Quang Tung, Secretary of the Can Tho City Party Committee, after the merger, Can Tho City will have more resources for socio-economic development, but will also face many challenges, including the fight against corruption, waste, and negative practices.

To successfully accomplish political tasks and achieve the goals of preventing and gradually eliminating corruption, waste, and negative phenomena, the Secretary of the Can Tho City Party Committee requested that leaders at all levels, sectors, and localities focus on improving the quality of grassroots party organizations and party members. This includes leading and directing the effective implementation of tasks and solutions to prevent and combat corruption, waste, and negative phenomena, and shifting even more strongly towards early and proactive prevention of corruption, waste, and negative phenomena.

Specifically, strictly implement the viewpoints, policies, and laws on preventing and combating corruption, waste, and negative phenomena with the spirit of "no forbidden zones," "no exceptions"; link the work of preventing and combating corruption, waste, and negative phenomena with building a truly honest, people-oriented, and effective local government apparatus at both levels.

Simultaneously, strengthen inspection, supervision, and auditing work, contributing to enhancing the leadership capacity and fighting strength of Party organizations and maintaining unity and cohesion within the Party. Ensure that by the end of the 13th Party Congress term, there will be virtually no outstanding cases or issues. At the same time, the handling of corruption, waste, and negative practices must be strict, humane, and in accordance with the Party's regulations and the State's laws.

Continue to lead and direct competent agencies to review national important projects in the city; key projects, projects that are behind schedule, stalled, prolonged, inefficient, and at risk of causing losses and waste in the city; strengthen inspection and supervision of waste prevention and control related to the management and use of public assets during and after the reorganization of the organizational structure.

The Secretary of the Can Tho City Party Committee also suggested promoting the role of agencies, elected representatives, the Vietnam Fatherland Front, political and social organizations, the press, and the people in the fight against corruption, waste, and negative phenomena. He emphasized improving the effectiveness and efficiency of supervision by People's Councils at all levels; social criticism by the Fatherland Front; and focusing on monitoring the moral cultivation, lifestyle, and exemplary conduct of leaders.

At the conference, the Chairman of the People's Committee of Can Tho City awarded certificates of commendation to 15 collectives and 20 individuals for their achievements in monitoring, reporting, and advising the City People's Committee on the prevention and fight against corruption, waste, and negative practices.
