That is the content of the report on reward and support policies for collectives and individuals who perform well in population work in the city, presented at the regular year-end meeting of the Ho Chi Minh City People's Council on the morning of December 9.
The policy aims to encourage localities, organizations and people to actively participate in activities to improve population quality, address issues related to fertility, gender imbalance, and health care for the elderly.
According to the proposal, wards, communes and towns (collectively referred to as communes) with a rate of 60% of couples of childbearing age giving birth to two children for 3 consecutive years will be awarded a certificate of merit by the district-level People's Committee and a support of 30 million VND. If this achievement is maintained for 5 consecutive years, the commune will receive a certificate of merit from the City People's Committee and a support of 60 million VND.
For individuals, women who give birth to two children before the age of 35 will receive a one-time support of 3 million VND.
Communes that achieve 100% of their neighborhoods and hamlets incorporating gender imbalance control into their village covenants and regulations will receive a certificate of merit from the district People's Committee and support of 1 million VND.
Pregnant women and newborns from poor, near-poor, social protection households or living on island communes will be supported with prenatal and newborn screening with a total support of 2 million VND, including 600,000 VND for prenatal screening, 400,000 VND for newborn screening and 1 million VND in direct support.
Regarding elderly health care, communes that achieve 100% of elderly people with health insurance, regular health check-ups and records will receive a certificate of merit from the district People's Committee along with 30 million VND.
Population collaborators in hamlets who successfully complete the target of mobilizing health care for the elderly will be rewarded by the People's Committee at the commune level.
The policy is implemented by the city budget according to current decentralization and other legal funding sources.

According to the City People's Committee, the population work in the city has achieved certain results in recent times. By the end of 2023, the population size was 9,456,661 people. Although achieving good results, the population work in the city in the period of 2016 - 2023 is not sustainable in the long term.
The total fertility rate of the city in 2023 is 1.32 children, currently very low compared to the replacement fertility rate of 2.1 children. Ho Chi Minh City is currently ranked in the group of 21 provinces and cities with low fertility rates. Based on demographic models, the low fertility rate will strongly affect the city's population structure in the future.
In the context of continued economic growth, high urbanization rate, increasingly deep international integration, prolonged low birth rate will leave many consequences such as rapid population aging, labor shortage, impact on social security,...
Not only that, as of December 2023, the number of permanent and temporary elderly residents in the city was 1,194,927 people, accounting for more than 11%, showing that the city is entering the population aging stage.
From the above reasons, in order to solve the current practical problems of population work, Ho Chi Minh City needs to have a resolution on reward and support policies for groups and individuals who perform well in population work in the area.
