The Ho Chi Minh City People's Committee has just issued Document No. 4439/UBND-ĐT on the implementation of software for managing the temporary use of roads and sidewalks in the city.
The initial implementation phase will last 18 months, starting on May 27, 2026.
The implementation of the next phase will be considered and decided upon based on a comprehensive assessment of the results achieved in the initial phase, ensuring compliance with the Bidding Law and other relevant legal regulations.

In the initial phase of implementation, the Ho Chi Minh City branch of the Vietnam Post and Telecommunications Group (Ho Chi Minh City Telecommunications) will arrange its own funding and will not require reimbursement under any circumstances. This policy does not create a preferential basis for Ho Chi Minh City Telecommunications in selecting contractors to provide services in the subsequent phase.
In addition, Ho Chi Minh City Telecommunications is coordinating with the Department of Construction and related units to integrate the software with the Ministry of Construction 's administrative procedure processing information system to ensure synchronization in the handling of applications. They are also supporting training and guidance on software usage for civil servants and employees at the Department of Construction, and the People's Committees of communes, wards, and special zones.
At the end of the first phase, the Department of Construction, in coordination with relevant agencies and units, will conduct a comprehensive assessment of the implementation results and propose to the Ho Chi Minh City People's Committee for consideration and decision on the plan for the next phase.
The software is expected to integrate online application submission, interlink with the Ministry of Construction's administrative procedure processing system, manage electronic documents, issue permits on digital maps, manage fee collection, and support operations. The application of a digital platform aims to shorten processing time, reduce procedures, and improve management efficiency.
