On the morning of March 27, the National Assembly Standing Committee's Supervisory Delegation had a working session with the Ho Chi Minh City People's Committee on innovation of general education programs and textbooks.

Regarding the innovation of general education programs and textbooks from November 2014 to June 2022, the Ho Chi Minh City National Assembly Delegation assessed that currently, the city's teaching staff is not uniform in terms of subject structure.

Teachers assigned to teach combined subjects (Natural Science , History - Geography) and new educational activities (Experiential and Career Guidance Activities, Local Education) face many difficulties because they are only trained in one subject or have to teach part-time. For new subjects, teachers have not received formal training.

The National Assembly Standing Committee's supervisory delegation had a working session with the Ho Chi Minh City People's Committee on curriculum and textbook innovation.

The implementation of the 2018 general education program took place in the context of the complicated developments of the COVID-19 pandemic. For more than 1 semester of the 2021-2022 school year, students studied online.

This greatly affects the process of implementing programs and textbooks, especially the methods and forms of organizing learning activities in a positive direction, promoting the role of learners, and training teachers in using textbooks.

The Ministry of Home Affairs allows the recruitment of teachers under contract, but this only applies to partially autonomous units. Units operating with 100% budget funding cannot employ teachers under contract, so the problem of teacher shortage in the city has not been completely resolved.

The 2018 primary school program implements two-session teaching per day. Organizing two-session teaching per day is one of the challenges for some districts where there are many immigrants and the classroom/classroom ratio has not met the population growth.

The teacher/class ratio has not kept up with the demand and the lack of classrooms to organize 2-session learning for the following years, when the rate of 2-session learning in primary schools increases, will be a major difficulty for the city.

Currently, the city has 11 districts ensuring 100% of students studying 2 sessions/day: Districts 1, 2, 3, 5, 6, 7, 9, 10, Phu Nhuan, Nha Be, Can Gio. Some districts such as District 12, Tan Phu, Binh Tan have the rate of students studying 2 sessions/day below 50%, the remaining districts only ensure 70% - 90% of students studying 2 sessions/day.

Some schools have small areas, some are located in suburban areas or areas with high pressure from immigrants (Binh Chanh, Binh Tan, Hoc Mon, District 12), the playground is limited, there is a lack of subject rooms, functional rooms (especially a lack of computer rooms), because all rooms are focused on student learning. Teaching equipment is not fully equipped, specifically computers to serve teaching according to the new general education program.

According to the Evaluation Team, the online teaching period due to the impact of the epidemic was quite long, and some students did not have learning devices.

In addition, the interaction time between teachers and students is limited, which affects the learning outcomes of students, especially first graders. Teachers need more time to help them when they return to in-person learning. In addition, long-term online learning also affects students' psychology and some life skills.

Unable to recruit, fewer candidates registered than quota

Recruiting teachers is difficult, the number of candidates is often lower than the target, sometimes there are no candidates registered, leading to a number of schools in the city lacking teachers for many subjects, subject teachers, especially English teachers, IT - Technology, and Arts. The teacher/class ratio does not meet the regulations for the 2-session/day teaching type.

Regarding the professional qualifications and skills of some teachers, the Delegation assessed that they were not uniform. The staff structure was not reasonable, and there was a lack of teachers in specialized subjects such as English, Information Technology, Music, Fine Arts, and Physical Education. According to the new general education program, English and Information Technology will be compulsory from grade 3 and optional for grades 1 and 2.

Currently, the Ministry of Finance has no regulations on budget expenditures for training and professional development activities for public service employees, including schools.

In addition, educational institutions in Ho Chi Minh City have difficulty estimating annual budgets to implement the Project on organizing training and fostering the 2018 general education program and fostering teachers of Information Technology and Technology, History and Geography, and Natural Sciences for managers and teachers in Ho Chi Minh City.

The city's local education documents are deployed slowly and do not ensure the necessary time to serve the teaching work, which partly affects the quality of learning this subject, although the content is very good and suitable for the city's vivid reality.

Teachers are still confused when implementing the new curriculum.

The delegation determined that the reason for the above existence and limitations was due to the complicated developments of the COVID-19 epidemic, so the direct training of the 2018 General Education Program for managers and teachers was interrupted.

This affects teachers' psychology; the quality of training when applying online forms is limited in terms of interaction and direct practice, so the ability to absorb and apply training content into teaching practice is not as effective as expected. Students study online, schools cannot organize other educational activities, so teaching and education in the direction of developing students' capacity and qualities is difficult.

On the other hand, due to limited land funds, the actual progress of new construction and expansion of the school has not met the requirements for playground area, training ground; the school also has auxiliary facilities... so it is difficult to organize educational activities.

The teaching staff in some schools has not met the requirements of the 2018 General Education Program in terms of quantity and subject structure. Some teachers are still confused when implementing the new curriculum, organizing teaching and learning in the direction of developing students' capacity and qualities. The number of teachers added each year is not enough compared to the demand. Some teachers are slow to innovate, not actively self-studying and self-improving their expertise.

Some students have not yet developed the capacity to be self-reliant, self-study, creative and problem-solving.... They are not really confident and bold in the learning process because teachers have not paid attention to guiding learning methods, have not organized appropriate learning forms to help students be proactive and confident. In addition, a number of parents have not paid attention to their children's learning.

The monitoring team also commented that the facilities and teaching equipment of some schools have not met the actual requirements when implementing the program. Teaching equipment for new classes implemented each year has not been provided in a timely manner.
