Ho Chi Minh City is accelerating the land acquisition process for the expansion of National Highway 13.

The city requires the land acquisition for the National Highway 13 expansion project to be completed within 60 days, ensuring the progress of this key transportation project in the east.

The People's Committee of Ho Chi Minh City has just issued Plan No. 209/KH-UBND on the implementation of compensation, support, and resettlement for Component Project 1: compensation, support, and resettlement for the upgrading and expansion project of National Highway 13 (from Binh Trieu Bridge to the boundary of Vinh Binh Bridge).

The aforementioned National Highway 13, approximately 6.3km long, is located in Hiep Binh ward and requires land acquisition from 1,041 households with a total area of ​​approximately 39.54 hectares, of which 17.53 hectares will be acquired for the project. The Ho Chi Minh City People's Committee requires the completion of this work before July 31, 2026.

After completing compensation, support, and resettlement, the city assigns the land development organization, its regional branch, and the People's Committee of Hiep Binh ward the responsibility of managing the recovered land until it is allocated or leased, as stipulated in Clause 5, Article 86 of the 2024 Land Law.

The Department of Agriculture and Environment is tasked with overseeing the implementation of the above tasks, advising the City People's Committee on directing and guiding the acceleration of compensation, support, and resettlement work, and promptly resolving difficulties and obstacles.

The Department of Finance advises the City People's Committee on balancing and allocating funds for compensation, support, and resettlement work serving the project, including cases arising according to regulations…

The Department of Construction proactively advises on matters related to land allocation and resettlement housing for the project to ensure project progress.

The People's Committee of Hiep Binh Ward is responsible for implementing many aspects of compensation, support, and resettlement work. This includes organizing the disbursement and payment of compensation to households whose land is being acquired; disseminating the Party and State's policies and guidelines to the people within the project's land clearance area; managing and protecting the land after acquisition; and organizing the handover to the Cat Lai Ward Investment and Construction Project Management Board for project implementation according to schedule.

In case of project delays or difficulties arising that are beyond the authority of the relevant parties, a report proposing solutions must be submitted promptly to avoid affecting the overall project progress.

The National Highway 13 expansion project is expected to commence in early 2027 and be completed by the end of 2028, with an investment of nearly 21,000 billion VND. The road will be widened to 60m, with a 3.55km elevated section in the middle featuring 4 lanes, allowing vehicles to travel at a maximum speed of 80km/hour. Below this will be a parallel road system with 8-10 lanes, also with a maximum speed of 60km/hour, bringing the total width of the entire route to approximately 12-14 lanes.
