AN GIANG: An Giang province is organizing a 90-day intensive campaign to address violations related to land, construction, road safety corridors, and urban order.

The Chairman of the People's Committee of An Giang province, Ho Van Mung, has just signed Directive No. 13/CT-UBND on strengthening the handling of violations in the fields of land, construction order, road safety corridors, and urban order in the province.

Accordingly, all departments, agencies, and communes, wards, and special zones throughout the province will organize a 90-day intensive campaign, starting from May 29th, focusing on reviewing and definitively resolving outstanding and long-standing violations, as well as hotspots related to land, construction order, road safety corridors, and urban order. After this period, localities must continue to closely manage their areas, promptly detecting and handling any newly arising violations.

In particular, focus on decisively addressing the encroachment on public land, land within traffic safety corridors, unauthorized land use changes, illegal land leveling, unauthorized or illegal construction, construction on land not in accordance with its intended use, encroachment on sidewalks, roadways, and road safety corridors. Especially those violations that have persisted for many years without being definitively resolved, causing public discontent and affecting the effectiveness and efficiency of state management.

The directive requires the entire political system to shift strongly from a mindset of dealing with consequences to one of proactive prevention, early detection, and strict handling from the outset. The overarching principle is that all violations must be detected and dealt with promptly as soon as they arise, preventing violations from being completed before being addressed, and preventing re-encroachment or the legalization of violations.

Chairman of the An Giang Provincial People's Committee, Ho Van Mung, assigned the Department of Construction as the focal point to monitor, supervise, and summarize the implementation situation throughout the province. The Department of Agriculture and Environment will focus on inspecting and handling land-related violations. The Provincial Inspectorate will strengthen surprise inspections in high-risk areas. The Provincial Police will coordinate to ensure security and order during the enforcement and handling of violations. The Department of Justice will provide guidance on administrative penalties. The Department of Finance will advise on the funding for implementation.

Notably, the People's Committees of communes, wards, and special zones are identified as the forces directly responsible for organizing the implementation. Local authorities must focus on handling violations such as encroachment on public land, unauthorized change of land use purpose, spontaneous land subdivision, illegal leveling, unauthorized or illegal construction, encroachment on traffic safety corridors, sidewalks, roadways, and long-standing violations that cause public discontent.

The directive also emphasizes using the results of detecting and handling violations as criteria for evaluating the performance of local leaders. In cases where violations occur but are not dealt with promptly, allowing illegal constructions to be completed, leading to re-encroachment, or showing signs of covering up or assisting in violations, legal responsibility will be considered.
