On May 27th, the Ho Chi Minh City People's Committee issued a directive on the implementation of software for managing the temporary use of roads and sidewalks in the city.
The Chairman of the People's Committee of Ho Chi Minh City has agreed in principle to the application of software for managing the temporary use of roads and sidewalks in the city, as proposed by the Department of Construction.

The pilot program will be implemented for 18 months. After this period, the city will conduct a comprehensive evaluation of the implementation's effectiveness to determine the next steps. The implementation of the next phase will be considered and decided upon based on a comprehensive assessment of the results of the initial phase and ensuring compliance with the Bidding Law and other relevant legal regulations.
The Ho Chi Minh City branch of Vietnam Post and Telecommunications Group will arrange the funding for the project itself and will not request reimbursement under any circumstances.
This policy does not provide a preferential basis for the Vietnam Post and Telecommunications Group's Ho Chi Minh City branch in selecting contractors to provide services in the next phase.
The Ho Chi Minh City branch of Vietnam Post and Telecommunications Group is responsible for incorporating, completing, and fully implementing all procedures and requirements based on the professional opinions of the Department of Science and Technology, and carrying out the annual periodic information security assessment certification in accordance with regulations; at the same time, fully complying with the provisions of the Law on Personal Data Protection, the Data Law, and Decree 356/2025; committing to maintaining the confidentiality of personal data of organizations and individuals applying for the license during and after the completion of the process, and not backing up, exploiting, or using the data for any commercial purposes after handover.
The People's Committee of Ho Chi Minh City requested the Ho Chi Minh City branch of the Vietnam Post and Telecommunications Group to coordinate with the Department of Construction and relevant agencies to integrate the software with the " Ministry of Construction's Administrative Procedure Resolution Information System" to ensure synchronization in the processing of applications; and to support the training and guidance on software usage for civil servants and employees at the Department of Construction, the People's Committees of communes, wards, and special zones, and to assign technical personnel to promptly support the system's operation throughout the implementation process.
The Department of Construction is assigned as the lead agency to implement the above policy, and is responsible for coordinating with the People's Committees of communes and relevant agencies and units to support the Vietnam Post and Telecommunications Group - Ho Chi Minh City Branch throughout the implementation process.
Specifically, the Department of Construction provides legal regulations, operational procedures, forms, and base data (list of roads permitted for temporary use, boundary maps, fee rates) to support system configuration.
In the initial phase, the Department of Construction will select the implementation areas ; prioritizing deployment in a number of representative wards/communes representing specific areas such as the city center, suburbs, and areas with high demand for temporary use of roads and sidewalks; and regularly conducting specialized inspections and supervision to ensure that implementation complies with legal regulations.
After the first phase is completed, the Department of Construction will take the lead and coordinate with relevant agencies and units to conduct a comprehensive assessment of the implementation results; based on the actual situation and relevant legal regulations, it will advise and propose to the City People's Committee for consideration and decision on the plan for the next phase.
According to regulations, only six categories of cases are considered for temporary permits to use roads and sidewalks, including: serving political, cultural, and sporting events; disaster prevention and rescue; construction; waste and construction material collection; funeral and wedding ceremonies; and parking when necessary. Business and trading activities are not eligible for permits.
On May 27th, the Ho Chi Minh City Department of Construction issued a document requesting local authorities to strengthen management and collect fees for the temporary use of roads and sidewalks.
According to the Ho Chi Minh City Department of Construction, many previously issued permits for the use of roads and sidewalks have expired but still exist, especially at parking areas, service businesses, and retail outlets.
Therefore, the Ho Chi Minh City Department of Construction proposes that units assigned to manage public assets review all cases of improper use of roads and sidewalks according to Decree 165/2024/ND-CP to require them to cease use, restore the original condition, and fulfill all financial obligations as prescribed.
