Following the city leadership's direction, departments and agencies are required to focus on researching and advising on breakthrough mechanisms regarding capital sources, land funds, and administrative procedures, creating favorable conditions for businesses and citizens to participate in economic and cultural development. The focus is on ensuring the principle of "fair treatment" among different types of businesses, thereby building a transparent and equitable business environment.

In addition, Ho Chi Minh City aims to effectively utilize existing public land and housing, gradually transforming them into cultural institutions, creative spaces, and performing arts venues. Support for traditional handicraft industries is also emphasized to link the preservation of cultural values with tourism development.

One notable solution is the proposal to establish a Cultural Industry Development Fund based on a venture capital model, aimed at supporting startup and innovative projects in the cultural and artistic fields.

This includes researching and constructing a large-scale film studio complex of 100-150 hectares meeting international standards, and simultaneously implementing a project for a Vietnam Music Museum that applies artificial intelligence and digital transformation.

Ensuring the enforcement of intellectual property rights and protecting copyrights for artists and authors is also identified as an important task, contributing to building a healthy and sustainable creative market.

In the field of aesthetic education, Ho Chi Minh City is aiming to develop a "School Stage" project to bring traditional and contemporary art into schools, contributing to the formation of a cultural foundation for the younger generation.

For urban spaces, iconic buildings such as the City Post Office and the City Theater will be illuminated with artistic lighting, creating highlights for the night economy and enhancing the urban experience.

To bring about substantial change, Ho Chi Minh City leaders have requested that departments and agencies strengthen coordination, proactively address difficulties, improve mechanisms and policies, and propose adjustments to inappropriate regulations to create a transparent legal framework and promote the sustainable development of the cultural industry in the future.
