
The People's Committee of Ho Chi Minh City has just issued Plan No. 127/KH-UBND on implementing measures to promote the development of the city's digital economy in 2026.
The goal for 2026 is to focus on creating a breakthrough in the scale and quality of digital sector development, laying a solid foundation for the comprehensive digitalization of key economic sectors. The aim is for the digital sector to contribute 30% or more to the city's gross regional product (GRDP), gradually asserting its role as a major growth driver.
The entire political system of the city is focusing on implementing synchronously and decisively breakthrough tasks and solutions to make science, technology, innovation, and digital transformation truly become the core driving force for growth. This is in line with the strategic targets set out in Decision No. 3301/QD-UBND and Plan No. 27-KH/BCĐTP.

Ho Chi Minh City will finalize policies, develop and implement a controlled testing (Sandbox) mechanism for digital services and new business models; and design a "green channel" for high-tech investment projects with international links, aiming to reduce administrative procedures and shorten processing times.
Simultaneously, propose a separate public procurement mechanism for the fields of science, technology, innovation and digital transformation, technology suitability, and risk acceptance mechanisms to address current bottlenecks; research and pilot implementation of a mechanism for commercializing research results and intellectual property using state budget funds.
The city will also develop digital infrastructure and promote multi-sectoral digital development, focusing on high-tech industries and digital services. The city will foster a digital ecosystem across the following sectors: agriculture, tourism; logistics; and manufacturing and processing.

In addition, solutions to improve the quality of digital human resources include: In-depth training tailored to regional specificities: Data science/AI for urban areas; automation/robotics/semiconductors for industrial areas; logistics/supply chain for port areas. Implementing integrated STEM/STEAM education solutions incorporating foreign languages and artificial intelligence from the secondary school level to identify and nurture talent early on. Effectively implementing policies to attract experts and scientists; especially the program to attract "100 leading experts in science, technology, and digital transformation"...
The plan also proposes solutions for building an innovation ecosystem, such as: establishing venture capital funds in the form of public-private partnerships (PPP); promoting the "three-party" cooperation model (State-University/Scientist-Enterprise) in R&D projects; and effectively implementing science and technology tasks according to the Strategic Technology List (AI, digital cloning, cloud computing, blockchain, 5G/6G, robotics, semiconductor chips, cybersecurity, etc.).
The city will strengthen its digital transformation support program for small and medium-sized enterprises (SMEs); provide tools to assess digital maturity levels; support consulting, training, expert networking, access to capital and shared digital platforms; and prioritize businesses in the manufacturing, trade, logistics, agriculture, and tourism sectors.
Ho Chi Minh City will utilize state budget funds and mobilize other capital sources as stipulated by law to implement digital transformation and smart city development; strengthen the implementation of PPPs and IT service outsourcing solutions. Priority will be given to allocating state budget funds to key programs and projects in science and technology, innovation, and digital transformation. Science and technology programs and projects will be integrated with other socio-economic development programs to improve the efficiency of capital utilization. Diverse resources (state budget, social mobilization, public-private partnerships, international aid) will be mobilized to ensure effective and sustainable implementation of the plan.
