Observations in Phu Bai ward show that since the implementation of the two-tiered local government model, land management in the area has been regularly prioritized, and administrative procedures have been streamlined, improving the efficiency of services for the people.

According to the People's Committee of the ward, from July 1, 2025 to April 30, 2026, the locality received 1,055 land-related applications, of which 874 have been resolved (reaching a rate of 82.84%). The ward focuses on managing and using land in accordance with regulations, strictly implementing land allocation, land leasing, land use conversion, and urban planning, contributing to promoting socio -economic development and maintaining security and order in the area.

Mr. Phan Huu Son, Vice Chairman of the Phu Bai Ward People's Committee, said that besides the advantages, land management in the area is also facing some difficulties, such as the rapid increase in the number of land records while the area is large, the workforce is still insufficient and has to handle many other fields. In addition, access to and operation of land management software is limited and confusing, and many new tasks have been decentralized to the ward/commune level, causing officials to spend time researching and familiarizing themselves with them. On the other hand, constantly changing and overlapping land laws also create pressure in the process of applying and resolving records.

“In the coming time, the ward will strengthen the strict management of land funds, promptly grasp and promote the dissemination of land-related policies and laws, and focus on training professional staff, including continuing to improve and equip them with administrative communication skills and skills in handling and resolving situations arising during the performance of their duties,” Mr. Son shared.

Currently, 40 communes/wards across Hue City are focusing on reviewing, completing, and operating the database according to the two-tiered local government model. Despite many difficulties in terms of human resources, technology, and data synchronization, localities are still striving to accelerate the digitization of records, improve the efficiency of administrative procedures, and aim towards building a modern, transparent, and synchronized land management system.

According to the Department of Agriculture and Environment of Hue City, the city's land information system currently has over 1,099,387 land parcels (map spaces) that are operating, being exploited, and processed online on the centralized land information system. Of these, 606,914 parcels have complete data components according to the technical regulations on land databases in Circular No. 75/2015/TT-BTNMT (parcels that have been exported and signed in the electronic land register), reaching a rate of 55.2% of the land parcels that have completed the construction of the land database.

Connecting and integrating data will streamline administrative procedures.

From July 1st, 2025, the land database of Hue City will be reorganized according to a two-tiered local government model, managed by 10 regional branches of the Land Registration Office. Officials in 40 communes/wards will be granted access to and the ability to update data and handle administrative procedures related to land for citizens and businesses online through the database system.

The land information system is currently operating and fully meets the functions of managing, exploiting, and sharing data between the Land Registration Office, the People's Committees at the commune level, and the "One-Stop Shop" software and the tax authority's business processing software, ensuring 100% electronic operation from the reception, processing, and delivery of results. In addition, the city's land information system has been automatically connected and shared with the National Land Database of the Ministry of Agriculture and Environment via API in real time.

However, the cadastral database in Hue City, built over the past period, is still incomplete (not reaching 100% of land parcels have been included in the database) due to several limitations. These include low rates of land registration, issuance of land use right certificates, and land database construction during project implementation; and the inefficient use of cadastral maps for land registration, cadastral record keeping, and certificate issuance, resulting in maps not being updated in a timely manner as required.

Furthermore, within the city, there are many cases where land certificates were issued over various periods without registration of changes, thus preventing the issuance of replacement certificates to re-determine the plot number, cadastral map sheet number, residential land - agricultural land, area, and update the citizen identification number, etc., in order to update the database and ensure that the database is "accurate, complete, clean, and active." Meanwhile, the information technology infrastructure, transmission lines, and equipment at some grassroots units are not synchronized, and the exploitation and operation of the centralized land database system with a large volume of data is sometimes slow, affecting the progress of processing files and updating data.

Mr. Tran Thanh Quang, Deputy Director of the Department of Agriculture and Environment of Hue City, said that in order to ensure the completion of the land database construction in 2026 as directed by the Prime Minister, the Department has advised the city on many related plans and documents; reviewed and classified data according to the guidance of the Land Management Department and completed the conversion of the data model from 3 levels to 2 levels; implemented connection and integration with the national land database; connected and shared land information and data in the city with other databases, initially the Public Service Portal and interconnected with the tax authorities to create conditions for speed and transparency for people and businesses when carrying out administrative procedures with state agencies.

“The Department is currently carrying out the necessary procedures to advise the City People's Committee to issue a Decision stipulating the economic and technical norms for building a land database in the area. In addition, we are restructuring the administrative procedure process to reduce paperwork for digitized data, making it more convenient for citizens and businesses,” Mr. Quang informed.
