The Office of the Ho Chi Minh City People's Committee has just conveyed the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh at the meeting related to the application of land price list after the merger, the work of building the first land price list according to the provisions of the 2024 Land Law and revenue from land use fees in the area.
The leaders of the Ho Chi Minh City People's Committee agreed to apply the regulations on the previous land price list of Ho Chi Minh City (Decision 79/2024/QD-UBND), the previous land price list of Binh Duong province (Decision 63/2024/QD-UBND) and the previous land price list of Ba Ria - Vung Tau province (Decision 26/2024/QD-UBND).
The above land price lists are applicable until abolished, replaced or the competent authorities have other opinions.

Regarding the preparation for the first land price list according to the provisions of the 2024 Land Law, the Vice Chairman of the Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment (DARD) to preside over and coordinate with the Department of Justice and the Department of Finance to research and clarify the basis for arguments, advantages and disadvantages of the options for implementing the first price list to be applied on January 1, 2026.
At the same time, the Department of Agriculture and Environment of Ho Chi Minh City directly directs, implements and disseminates the work of building land price lists, which is one of the key contents from now until the end of 2025 to the Land Registration Offices in the area. Units need to develop work plans, focus human resources, assign specific tasks, and continuously to specialized officers and civil servants to ensure the quality of content, progress and implementation time.
The Department of Agriculture and Environment of Ho Chi Minh City is responsible for advising and submitting to the Ho Chi Minh City People's Committee documents directing work related to the functions and tasks of 168 People's Committees of wards, communes, special zones and related agencies and units to ensure direction, operation and coordination between units in the work of building land price lists.
The Ho Chi Minh City People's Committee assigned the city's Tax Department to proactively urge and remind units to fulfill their financial obligations and ensure correct and sufficient collection of land use fees.
The Director of the Department of Finance, the Director of the Department of Agriculture and Environment, and the Head of the City Tax Department continue to monitor, urge, regularly, and resolutely and promptly resolve difficulties arising in generating revenue from land use fees.
The Ho Chi Minh City People's Committee emphasized that this also contributes to the formation and introduction of real estate and housing products into the economy , contributing to achieving the double-digit growth target of Ho Chi Minh City by 2025.
