Deputy Prime Minister Ho Duc Phoc has just signed Decision 2014/QD-TTg of the Prime Minister approving the Project to Upgrade the Vietnamese Stock Market.

The outlook is very positive.

The overall objective of the project is to contribute to the implementation of the Party and State's guidelines and policies on developing the stock market into an important channel for mobilizing medium and long-term capital for economic development, perfecting the market economy institution under state management, and strengthening regional and international economic integration.

Short-term goal: To fully meet the criteria for upgrading from a frontier market to a secondary emerging market by FTSE Russell in 2025; to maintain FTSE Russell's secondary emerging market rating.

Long-term goal: to meet the criteria for upgrade to MSCI emerging market status and FTSE Russell senior emerging market status by 2030.

Speaking with a reporter from the Nguoi Lao Dong newspaper on September 14th, many experts assessed the outlook for the Vietnamese stock market as very positive. Economist Dr. Dinh The Hien believes that this decision demonstrates the government 's determination to improve the legal framework for the market.

He emphasized that the upgrade was not merely a classification but was also linked to the strategy of building international financial centers in Ho Chi Minh City and Da Nang. According to him, an international financial center must first and foremost have a stock exchange that meets international standards, with high-quality listed products, both stocks and bonds.

Returning to market developments, in the past trading week, the VN-Index rose slightly by 0.02% to 1,667 points, maintaining the important psychological level of 1,600 points after a period of sharp decline below 1,700 points. The VN30 index increased by 1.08% to 1,865 points, approaching its previous peak around 1,880 points, while the HNX-Index closed at 276.5 points. This indicates a certain recovery of the market after the sharp correction sessions.

However, there is a clear divergence in cash flow across different sectors. Notably, foreign investors continued to heavily net sell, with a total value of over 5,083 billion VND on the HOSE exchange last week, putting some pressure on domestic investor sentiment.

Mr. Nguyen Thai Hoc, an analyst at Pinetree Securities Company, commented that although the market is correcting after falling from its historical peak of 1,700 points, a positive sign is that bargain-hunting capital has entered the market.

According to him, capital is shifting towards mid-cap stocks and those that haven't risen much in the previous period, notably those benefiting from public investment such as construction, building materials (stone, steel), and some key stocks like GVR, VNM, and MSN.

He predicted that the VN-Index is likely to continue heading towards testing the previous peak around 1,700 points, but a breakout above that peak is uncertain. The most reasonable scenario is that the index will consolidate before money flows back into large-cap stocks.

This expert recommends that investors who already hold shares can continue to hold and observe, while those who do not yet have a position should be patient and avoid chasing prices during a period of high risk.

In its September 2025 strategic report, SHS Securities also recommended focusing on five main stock groups: residential real estate, securities, banking, construction materials, and construction - infrastructure.

With liquidity currently remaining low, SHS suggests that investors should choose quality stocks that have the potential to lead and recover strongly in the medium and long term.
