At the meeting, the working group worked with Tin Phong Production-Trading-Construction Co., Ltd. (Tin Phong Company) and Hung Thinh Real Estate Business Joint Stock Company (Hung Thinh Company), the investors of the Tin Phong apartment project in Dong Hung Thuan ward, Ho Chi Minh City, regarding the issuance of ownership certificates to homebuyers in the apartment building.

According to a report from the Ho Chi Minh City Land Registration Office, the Tin Phong apartment project has been in use for over 10 years. The project consists of two apartment towers, A and B, with 408 apartments. After construction was completed, Hung Thinh Company acquired 386 apartments from Tin Phong Company and has sold and handed them over to customers.
During the operation phase, a dispute arose between Tin Phong Company and Hung Thinh Company regarding the property in the apartment building. Due to construction violations and the prolonged dispute between the two parties, the issuance of ownership certificates to homebuyers has not yet been completed.
In June 2025, during a meeting with Task Force 1645, Mr. Nguyen Toan Thang concluded that, for the time being, he agreed to issue ownership certificates to homebuyers. Regarding the violations and problems of the developer, a written commitment to rectify them was required. However, nearly a year later, the rights of residents in the apartment building have still not been guaranteed as concluded by the task force.
During the meeting, representatives from Tin Phong Company stated that they requested the issuance of ownership certificates for 22 apartments that they had sold directly to customers. Regarding the remaining 386 apartments, Tin Phong Company previously only had sales contracts with Hung Thinh Company and did not sell directly to customers. Therefore, Tin Phong Company could only issue invoices to Hung Thinh Company and could not issue invoices to the residents who directly owned the apartments.
Meanwhile, a representative from Hung Thinh Company stated that because Tin Phong Company did not deliver the original certificates of ownership at the apartment building, the company could not submit the application for ownership certificates for the 386 apartments in the building.

Speaking at the meeting, Mr. Nguyen Toan Thang emphasized: The working group's motto is to prioritize protecting the rights of the people. The two companies must take responsibility for carrying out the procedures to request the issuance of ownership certificates immediately for homebuyers in the apartment building.
According to Mr. Nguyen Toan Thang, residents are very upset about the delay in issuing ownership certificates for the Tin Phong apartment project. If the developer does not cooperate in issuing ownership certificates to homebuyers, this will have to be reviewed for subsequent projects undertaken by the company.
In addition, the task force worked with the developers of 6 projects to resolve issues related to issuing ownership certificates to homebuyers. The 6 projects include: Thao Dien Ward Apartment Complex, developed by Tien Phat Real Estate Joint Stock Company;
The commercial center, office building, officetel, and apartments at 151-155 Ben Van Don Street, Khanh Hoi Ward, are developed by Nova Real Estate Investment Group Joint Stock Company.
The 15-story apartment building at 21 Ngo Thoi Nhiem Street, Xuan Hoa Ward, is developed by Hieu Duc Joint Stock Company.
The 13.6-hectare residential area in Binh Loi Trung ward is developed by Dai Phuc Construction and Housing Business Joint Stock Company.
The H9A apartment building, located in Lot H9, New Urban Area, Binh Duong Ward, is developed by Becamex Tokyu Co., Ltd.
Sora Gardens II apartment complex, Lot C17 Hung Vuong Street, Binh Duong Ward, is developed by BTMJR Investment Co., Ltd.
