During the trip to Quy Nhon Stadium to face host TopenLand Binh Dinh in round 7 of V-League 2023, defending champion Hanoi suffered a 1-3 defeat. The capital team's players said that the situation leading to the second goal was quite unfair, when the main referee consulted his assistant and changed his previous decision to award the home team a penalty.

However, Van Quyet and Hanoi FC affirmed that it was an accidental action and not an intentional attack. Specifically, the player who won the 2022 Vietnam Golden Ball title said that while preventing his teammates from arguing with the linesman, he collided with Mr. Thanh.
Hanoi FC believes that the maximum penalty for their player is unreasonable and requested the match supervisor to provide images and clips as evidence that Van Quyet elbowed the referee. In addition, the capital team's leadership also sent a complaint to the VFF.

Hanoi FC also hopes that the VFF Disciplinary Board will review and re-evaluate the penalty. Many viewers believe that Van Quyet's penalty is too harsh because there is not enough evidence to prove that he intentionally elbowed the referee. However, there are also opinions supporting the punishment of Van Quyet, saying that this player has repeatedly argued and acted unfairly towards the referee during matches.
