On the afternoon of September 24, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 chaired the fourth meeting of the Steering Committee.

The meeting was connected online from the Government headquarters to 34 provinces and centrally-run cities to review and evaluate the implementation of tasks since the beginning of the year and thoroughly grasp and deploy key tasks from now until the end of the year.

Attending the meeting were Deputy Prime Minister Nguyen Chi Dung, Deputy Head of the Steering Committee; leaders of ministries, branches, central agencies, members of the Steering Committee, leaders of localities; representatives of a number of universities, businesses, and banks.

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh stated that we are currently implementing a lot of work to accelerate and make breakthroughs, in which promoting the development of science, technology, innovation, digital transformation and Project 06 is very important, contributing to promoting rapid and sustainable growth, stabilizing the macro-economy, controlling inflation, ensuring major balances, controlling public debt, budget deficit, improving the material and spiritual life of the people, implementing the two 100-year goals set out, in the context of many difficulties and challenges, the world and regional situation has "headwinds", many new, complicated developments, strong impacts, domestically, natural disasters, storms and floods continue to develop complicatedly, causing a lot of damage.

That context requires us to constantly innovate, take drastic actions, renew traditional growth drivers including investment, export, consumption, and promote new growth drivers such as digital economy, green economy, circular economy, sharing economy, knowledge economy, development based on science and technology, innovation, and digital transformation.

The Prime Minister pointed out that the "pillar" resolutions of the Politburo that have just been issued are all related to science and technology, innovation, and digital transformation. With the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not retreat"; "Nothing is difficult/Only fear that the heart is not steadfast/Digging mountains and filling seas/Determination will make it happen", "time is gold", we must take advantage of every day and every hour to bring science and technology, innovation and digital transformation into all activities.

Emphasizing that implementing the Party's policies and the direction of General Secretary To Lam, we have done many things and achieved positive results in developing science and technology, innovation and digital transformation, but there is still much to do, while the requirements and demands are higher with the spirit of "catching up, progressing together and surpassing", the Prime Minister asked delegates to discuss and review the leadership, direction and management work in the past time; evaluate the results achieved, the limitations, inadequacies and difficulties; analyze valuable lessons, good models, good practices; agree on key tasks and solutions in the coming time.

The Prime Minister suggested a number of tasks that need to be focused on discussing at the meeting and completed in the coming time: building databases for sectors and levels, considering this an urgent issue with specific completion milestones, especially land and housing data; completing digital transformation in the operation of local governments at two levels, especially at the grassroots level, immediately overcoming obstacles and bottlenecks, ensuring smoothness, synchronization, and connection from the grassroots to the Central and from one grassroots to another; promoting the "Digital Education for the People" movement to build digital government, digital citizens, digital society, and develop the digital economy.

* At the meeting, leaders of the Ministry of Science and Technology reported on the results of implementing tasks of science, technology development, innovation and national digital transformation and key tasks until the end of 2025; leaders of the Ministry of Public Security reported on the results of implementing Project 06 and key tasks until the end of 2025; leaders of the Ministry of Home Affairs reported on the results of implementing administrative reform and key tasks until the end of 2025.

According to the Ministry of Science and Technology, regarding the implementation of the Government's Action Program and the Central Steering Committee's Conclusion Notices, in 2025, there will be a total of 679 tasks assigned to 56 agencies (22 ministries, ministerial-level agencies, agencies under the Government; 34 provinces and cities).

As of September 23, 2025, 270 tasks have been completed (of which 180 tasks were completed on time); 382 tasks are being implemented and 27 tasks are overdue or delayed. Of which, 5 ministries and branches have the most tasks: Ministry of Science and Technology (297 tasks), Ministry of Finance (175 tasks), Ministry of Public Security (163 tasks), Ministry of Education and Training (138 tasks), Ministry of Agriculture and Environment (129 tasks).

In the period from July 20, 2025 (3rd meeting of the Government Steering Committee) to September 23, 2025, ministries, branches and localities were assigned 73 tasks, of which 50 tasks were completed. Regarding the implementation of Plan No. 02-KH/BCĐTW of the Central Steering Committee (on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus), in 2025, there were a total of 70 tasks assigned to 56 ministries, branches and localities.

As of September 23, 2025, 45 tasks have been completed (of which 27 tasks were completed on time); 23 tasks are in progress and 2 tasks are overdue or delayed.

In the period from July 20, 2025 (3rd meeting of the Steering Committee) to September 23, 2025, ministries, branches and localities were assigned 12 tasks, 10 of which were completed (8 of which were completed on time) and 2 were overdue or delayed. Regarding the implementation of 16 criteria at the commune level, in general, the results achieved in 34 localities were quite positive, as of September 23, 2025, most of the criteria were completed at a high rate.

In general, ministries, branches and localities have actively and made efforts to deploy the tasks of implementing Resolution 57-NQ/TW. From July 20, 2025 to September 23, 2025, they have completed 60 tasks, focusing on four main pillars, creating a synchronous ecosystem for development, creating a legal environment for creation, building infrastructure, a solid data foundation and promoting digital transformation, developing an innovation ecosystem...
