Newborns can be issued an identity card along with their birth registration.

SKĐS - The Ministry of Justice has proposed adding a procedure for issuing identity cards to children under 6 years old, along with the integrated procedure for birth registration, permanent residence registration, and health insurance card issuance.

The Ministry of Justice is drafting a decree stipulating the implementation of electronic interconnection processes for two groups of administrative procedures: birth registration - permanent residence registration - issuance of health insurance cards - issuance of identity cards for children under 6 years old; and death registration, settlement of funeral expenses and death benefits.

Compared to the current regulations in Decree 63/2024, the draft has added a procedure to the integrated process: "issuing identity cards for children under 6 years old". The issuance of identity cards for children under 6 years old in the electronic integrated process "will only be carried out upon the applicant's request".

According to the Ministry of Justice, this addition aims to facilitate citizens by requiring only one declaration to simultaneously handle multiple administrative procedures for newborns. At the same time, the new regulation helps to enhance data synchronization, minimizing the need for citizens to re-provide information already available in the population, civil registration, social insurance, and identity card databases.

The processing time for interconnected administrative procedures has also been increased from no more than 3 working days to no more than 9 days.

The verification period has been extended from no more than 5 days to no more than 12 working days. If the application is received after 3 PM, the processing time will begin from the next working day.

If the administrative agency delays the deadline for processing the application, it must apologize and reschedule the date for delivering the results through the National Public Service Portal or the VNeID application. The apology should clearly state the reason for the delay and the rescheduled date.

The Ministry of Justice also proposed a specific procedure for issuing identity cards to children under 6 years old within the electronic interlinking process.

Furthermore, the Ministry of Justice has proposed several amendments to the process of handling birth registration applications. Accordingly, if the application is complete, civil registry officials will register the birth on the Ministry of Justice's administrative procedure information system and transfer the information to the National Population Database to issue a personal identification number. The birth registration will be processed "within the same working day" from the time the system receives the complete application.

After the birth registration results are available, the Ministry of Justice's system automatically transfers the electronic copy of the birth certificate to the National Public Service Portal to complete the electronic file for subsequent administrative procedures in the interconnected process. The results are then sent to the citizen via the National Public Service Portal or VNeID.
