Implementing traffic projects with quality as top priority

Recently, the People's Committee of Binh Dinh province held a conference to review the implementation of the work in the first 6 months of 2023 and the implementation of solutions to improve the quality of key traffic works in Binh Dinh province. The conference was chaired by Comrade Pham Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Co-chairing were Comrade Nguyen Tu Cong Hoang, Vice Chairman of the Provincial People's Committee and representatives of leaders of departments, branches, and localities.

According to the report of Binh Dinh Provincial People's Committee, in the first 6 months of 2023, the direction and operation of construction investment projects achieved many important results. Specifically, the coastal road of Binh Dinh province, Cat Tien - Diem Van section, basically completed the bridge construction, bridge girder casting, roadbed embankment work to treat weak soil, and waited for subsidence. The road connecting the center of An Nhon town to the coastal road west of Thi Nai lagoon completed the roadbed section without weak soil treatment and completed the roadbed and drainage works for the roadbed section with weak soil treatment.

The route connecting to the coastal road (DT.639) in Hoai Nhon town has completed the roadbed, crushed stone foundation, bridge, drainage gate, and some sections of asphalt concrete pavement. The route connecting from the western provincial road (DT.638) to the coastal road (DT.639) in Phu My district has completed the roadbed, bridge, drainage works, and some sections of crushed stone foundation.

In addition, the construction of the southern bypass of Phu Phong town has completed the roadbed, drainage works, 4/5 bridges, and some sections of crushed stone foundation construction. The DT.633 bypass, from Ghenh mountain to the coastal road (DT.639), Phu Cat district has constructed some volumes of the roadbed, bridge, and drainage works. The road connecting An Lao town with An Hoa road to An Hao Tay has completed the roadbed, bridge, and drainage works. The construction of the coastal road (DT.639) from National Highway 1D - National Highway 19 has constructed some volumes of the roadbed, bridge, and drainage works. The project will basically be completed in 2025.

Also according to the report of the Provincial People's Committee, in the first 6 months of the year, the province started construction of the connecting route from National Highway 19 to the Becamex VSIP Binh Dinh Industrial, Urban and Service Park in July 2023. Continuing to carry out research on investment options for the Quy Nhon - Pleiku Expressway Project, Phu Cat Airport Expansion according to the adjusted planning for the period 2021 - 2030 with a vision to 2050 and carrying out investment preparation for the projects.

After listening to the opinions of the delegates attending the Conference, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan emphasized that the implementation of key traffic projects must prioritize the long-term quality of the project; not trade quality for cheap prices or the impact or intervention of any organization or individual; strictly manage the quality of the project right from the project preparation step until the project is put into operation and use, and apply to all construction projects in the province, including projects built from private capital sources.

Chairman of the Provincial People's Committee Pham Anh Tuan requested state management agencies and investors to standardize all types of input materials suitable for each type of project, corresponding to the level of the project; announce prices close to market prices; when making estimates and budgets, ensure sufficient funding for implementation with good quality, and not under-estimate, leading to capital pressure, use of substandard input materials, affecting the quality of the project.

The Chairman of the Provincial People's Committee requested investors and specialized project management boards to review and synthesize reports to the Department of Construction, the Department of Transport and other specialized departments in charge of general management of poor quality works, determine the construction time and which unit performed the construction; specifically consider and clearly identify the causes of poor quality works. In case the contractor performs poor quality works, the contractor must have a plan to handle and resolve the problem. People's Committees of districts, towns and cities must pay attention to the quality of works in the areas under their management, not to reduce the quality of construction works in the area, put the management of construction quality into synchronous management, organize regular inspection and supervision according to regulations.

Regarding the management of means of transport, the Chairman of the Provincial People's Committee requested the Provincial Police and Traffic Inspectorate to conduct inspections and strictly handle means of transport that are overloaded, speeding, recklessly overtaking, dropping materials, damaging roads and traffic infrastructure... according to regulations.

Project Management Boards, localities, and investors are required to strictly comply with and implement the State's regulations on basic construction work; to do a good job of management and quality at all stages right from the beginning, especially survey, design consultancy, and construction supervision. Bidding documents must ensure the selection of quality and reputable contractors; research and propose to increase the construction warranty period from 2 to 3 years; add regulations on adding points for the criteria on construction warranty period, the longer the warranty period, the higher the points; do not unreasonably divide the bidding package.

For construction contractors, the Chairman of the Provincial People's Committee suggested focusing on raising the awareness and responsibility of contractors, especially having awareness and responsibility for the projects they carry out; organizing conferences at enterprises to thoroughly understand, disseminate, and clarify the province's viewpoint and the viewpoint of their own enterprises. Determining the reputation of enterprises is the quality so that all cadres, employees, and workers must be aware of the quality of construction works and implementation.
