On the afternoon of June 2, the Waterway Police Department (Provincial Police) - Inland Waterways Sub-Department (DTND) Region III, Bac Lieu Registration Branch (abbreviated as the Standing Inter-sectoral Task Force of Bac Lieu Province's Inland Waterways) held a conference to review the inter-sectoral coordination work to ensure traffic order and safety (TTATGT) of inland waterways in 2022 (from May 2022 to May 2023), and deploy tasks for 2023 (implemented from June 2023 to May 2024).
Reward individuals with outstanding achievements in ensuring order and safety of inland waterway traffic.
From May 2022 to May 2023, the Provincial Inland Waterway Traffic Standing Committee directed the Inland Waterway Inspection Team to focus on disseminating andeducating on inland waterway traffic laws such as: Amended and supplemented Inland Waterway Traffic Law, Law on Handling of Administrative Violations, Decree 08/2021/ND-CP of the Government regulating inland waterway management; Decree 139/2021/ND-CP, regulations on administrative sanctions in the field of inland waterway traffic and related legal documents. Directly propagandizing to more than 1,500 people to strictly implement the provisions of the law on ensuring inland waterway traffic safety.
During the year, the interdisciplinary team organized 13 general inspections of inland waterway traffic safety for 63 days, with a total of 124 officers, civil servants, public employees and soldiers participating. Through the inspection of cargo wharves and cross-river passenger wharves, 197 interdisciplinary minutes were discovered and suspended from the operations of wharves and vehicles, and the owners of the wharves were organized to sign over 460 commitments to comply with inland waterway traffic laws.
At the same time, inspect 1 anti-flood embankment project on National Highway 1A at 14 construction sites; 1 anti-erosion embankment project in Gia Rai town, 1 dredging project on Vam Leo - Bac Lieu canal; 1 repair project of Vinh My B suspension bridge, 5 sand pumping points of projects under construction on the Bac Lieu - Ca Mau route. As a result, a record was made to suspend the construction of 7 projects and 23 construction sites without a traffic safety plan. Coordinate with the Project Management Board, work with the investor to request the signing of 43 commitments not to construct without a traffic safety plan approved by the competent authority and install obstacle signs on the river for safe traffic. In addition, coordinate with the Traffic Safety Board of Dong Hai district, An Phuc Commune Police, Long Dien Tay Commune Police to mobilize people to voluntarily dismantle 60 bottom mouths to ensure traffic safety on waterways.
2023 is the year of traffic safety with the theme "Respecting the law to build a safe traffic culture", Bac Lieu waterway inter-sectoral identified many important tasks to ensure traffic safety. The tasks include mobilizing inter-sectoral forces to coordinate and synchronously deploy solutions and measures to effectively ensure traffic safety, well serve the travel needs of people on inland waterway routes; effectively prevent violations of inland waterway traffic laws, restrain and prevent inland waterway traffic accidents in the area. Raise awareness and self-consciousness in complying with inland waterway traffic laws of traffic participants, ensuring effectiveness and efficiency in law enforcement to ensure inland waterway traffic safety. At the same time, focus on solving complex issues of traffic safety on waterway routes, proposing preventive solutions to ensure safe and smooth waterway traffic. Review and overcome existing problems in the implementation and organization of inter-sectoral coordination between the three forces, in order to improve the effectiveness of state management in ensuring traffic safety on inland waterways.
Strengthening the coordination of specialized state management agencies at local and grassroots levels in disseminating, guiding, and inspecting the implementation of inland waterway traffic laws; inspecting the operations of inland waterway vehicles and crew members, vehicle drivers, owners of inland waterway ports, construction material ports, cargo ports, cross-river passenger ports, river crossing works, and river obstacles. Raising the sense of responsibility, professionalism, and professional ethics of the coordinating forces in the process of performing tasks...
On this occasion, the Provincial Traffic Safety Committee awarded certificates of merit to 1 collective and 20 individuals with outstanding achievements in coordinating to ensure traffic safety on inland waterways.
