In 2025, the tax sector was assigned by the Ministry of Finance to collect 1,286 billion VND; the Provincial People's Council assigned to collect 1,399 billion VND. Based on the task of collecting the State Budget (NSNN) in 2025 assigned by the Ministry of Finance, the Provincial People's Council and the Provincial People's Committee, from the first months of the year, the Tax Department directed its affiliated and subordinate units to implement documents on policies and regimes for collecting the State Budget in the area. Develop an action plan to implement Resolution No. 01/NQ-CP, Resolution No. 02/NQ-CP dated January 8, 2025 of the Government; assign targets and monitor the quarterly collection progress of the State Budget of the collection units; direct tax departments and teams to continue to strengthen the review and urge the management of State Budget revenue sources in the province, striving to complete and exceed the assigned estimates.
In the first 5 months of 2025, total domestic revenue reached 859.4 billion VND, equal to 66.8% of the Ministry of Finance's estimate, equal to 61.4% of the Provincial People's Council's estimate, an increase of 72.5% over the same period in 2024. Compared to the estimate assigned by the Ministry of Finance and the Provincial People's Council, 1/17 revenue items completed the estimate; 9/17 revenue items achieved good progress; 3/17 revenue items increased compared to the same period in 2024. Directly supported 2,750 times at the one-stop department of the tax authority; answered questions in 5 documents; supported 352 times via zalo; organized 2 training sessions for 615 taxpayers to attend.
The tax sector focuses on declaration, ensuring control and understanding of taxpayers to monitor and manage taxes. Strengthening the urging of declarations, checking and controlling taxpayers' declarations, thereby detecting cases of incorrect declarations and failure to pay taxes to the State budget in a timely manner to take corrective measures and handle them promptly. Promoting timely tax refunds in accordance with tax policies and laws; applying professional measures and performing tasks to resolve value-added tax refund dossiers in accordance with regulations. In the first 5 months of 2025, 6 previous period records were transferred to 38 million VND, 995 records were received in the period with the amount of 188 billion 659 million VND, 236 records were not eligible for a refund of 130 billion 999 million VND, 542 records were processed with the amount of 31 billion 491 million VND, 133 records were transferred to the next period with the amount of 26 billion 207 million VND. By the end of April 2025, 1,193 records had been exempted and reduced tax with the amount of 27 billion VND.
The Tax Department has issued 347 decisions to enforce the withdrawal of money from bank accounts; 21 decisions to enforce the notification of suspension of invoice use; 1 document requesting the revocation of the business registration certificate; issued over 60,000 notices of tax arrears; made information public over 500 times; issued 5 notices of temporary suspension of exit. In addition, tax arrears have been recovered by only handling administrative procedures (such as registration fees, registration of ownership rights, rights to use, etc.) when taxpayers have fully performed their tax payment obligations to the State budget as prescribed. Through debt collection measures, in the first 4 months of 2025, the whole province recovered 195.9 billion VND in tax arrears, of which 26.8 billion VND was transferred from 2024; and 169.1 billion VND was collected from 2025. The total tax debt as of April 30, 2025 is VND 226.51 billion, of which VND 145.81 billion is collectible debt, VND 25.051 billion is debt being processed and VND 55.649 billion is uncollectible debt.
The Tax Department coordinates with the Department of Agriculture and Environment to determine and notify land rental prices for organizations and enterprises, determine land rental prices and land rents for units whose price stabilization period has expired, and new land leasing units; implement the compilation of land revenue; process land rental exemption and reduction dossiers according to regulations; extend the deadline for land rental payment in 2025 according to Decree No. 82/2025/ND-CP dated April 2, 2025 of the Prime Minister.
Regarding revenue from land use rights auctions: On April 18, 2025, the Provincial People's Committee issued Decision No. 479/QD-UBND approving the plan to collect revenue from land and assets attached to land in 2025 in the province with a total expected amount of auctions of more than 289 billion VND. However, in the first 5 months of the year, land use fees reached 78.9 billion VND, equal to 45.9% of the Ministry of Finance's estimate, equal to 37.4% of the Provincial People's Council's estimate, an increase of 153.4% over the same period in 2024. Of which, revenue from the 2024 auction was 27.7 billion VND, revenue from purpose change and other revenue was 43.2 billion VND, no revenue from auctions in 2025.
Currently, the work of collecting tax arrears in the province still has some difficulties and limitations: Some loss-making businesses have dissolved themselves, are not operating at the production and business locations that still owe taxes, do not complete the procedures to re-declare to the tax authorities, tax debt notices are not sent to taxpayers, causing difficulties in tax payment urging; land revenue arrears have lasted for many years, with an increasing trend due to taxpayers having problems with land rental prices, land rental exemptions, etc., so they have not paid tax arrears to the State budget; some taxpayers do not have bank account information, so the measure of enforcing account deduction cannot be applied; do not use invoices, so the measure of enforcing the suspension of invoice use cannot be applied; taxpayers do not have import-export activities; do not have asset information or have assets but the assets are mortgaged at the bank, the assets have expired, taxpayers do not operate at the registered address, etc.
To ensure compliance with reality and improve the effectiveness of tax management in the province, the Tax Department of Region VI proposes that the Standing Committee of the Provincial Party Committee pay attention to and report to the Central Government to simultaneously reorganize provincial administrative units with the reorganization of the Tax agency apparatus to manage in line with provincial administrative units. In 2024, the total domestic revenue in the province will reach VND 1,549.9 billion, exceeding 30.4% compared to the Ministry of Finance's estimate, exceeding 17.6% compared to the Provincial People's Council's estimate, and increasing by 17% over the same period in 2023. Compared to the estimate assigned by the Ministry of Finance and the Provincial People's Council, 10/10 districts and cities have 14/17 revenue items exceeding the estimate; 13/17 revenue items increased compared to the same period in 2023. |
