Up to now, the Ministry of Agriculture and Rural Development has appraised and submitted to the Prime Minister 41 plans for rearranging, innovating, and improving the operational efficiency of local agricultural and forestry companies, Groups, and General Agricultural and Forestry Corporations with 6 rearranging and innovating models: Restructuring and maintaining the model of 100% State-owned LLCs performing production and business tasks; Restructuring and maintaining the model of 100% State-owned LLCs performing production and providing public services; Equitization; Conversion into LLCs with two or more members; Conversion into Forest Management Boards operating under a revenue-generating career mechanism.
By April 2024, 161/256 (63%) agricultural and forestry companies had completed the arrangement and transformation in 31 localities, 3 corporations, general corporations and units under the Ministry of National Defense , including: 76 companies restructured, maintaining the model of a State-owned LLC holding 100% of charter capital; 54 companies equitized; 22 companies converted into LLCs with two or more members; 3 companies converted into Forest Management Boards; 6 companies dissolved. Currently, there are still 95 agricultural and forestry companies that have not completed the arrangement and renovation according to the approved plan and have not had their plans approved in 24 provinces, cities and 2 general corporations.
Concluding the conference, Deputy Prime Minister Le Minh Khai requested: The Ministry of Agriculture and Rural Development, relevant localities, ministries and branches urgently submit to competent authorities for consideration and decision on a mechanism to support forestry companies that are dissolved and unable to pay; supplement charter capital for agricultural and forestry companies that are 100% state-owned LLCs as prescribed in Decree No. 04/2024/ND-CP. The Ministry of Natural Resources and Environment completes the review, measurement, marking, issuance of land use right certificates, and definitively resolves disputes, encroachment, and improper use of land. People's Committees of provinces and cities complete the approval of land use plans for local and central agricultural and forestry companies in the area; completes the reception and development of plans for the use of land areas that agricultural and forestry companies hand over to local management, and definitively resolves disputes over land encroachment at agricultural and forestry companies; Develop a plan for arrangement, adjustment plan, and continued arrangement plan and send it to the Ministry of Agriculture and Rural Development for appraisal and submission to the Prime Minister for approval.
