On the afternoon of September 22, in the program of the 1st Provincial Party Congress, term 2025 - 2030, the Delegation attending the Congress held an incense offering and flower offering ceremony to commemorate President Ho Chi Minh and heroic martyrs at the Temple of President Ho Chi Minh and the Monument to heroic martyrs of Tuyen Quang province, Minh Xuan ward.

Attending the incense offering ceremony were comrades: Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; comrades in the Provincial Party Committee Standing Committee, Provincial Party Committee Executive Committee.

Offering respectful words to the spirit of President Ho Chi Minh, the delegation affirmed: Bearing in mind Uncle Ho's teachings, in the past term, implementing the Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congress, despite facing many difficulties and challenges, many new and unprecedented problems arose, but with the spirit of solidarity and high unity of the entire political system, cadres, party members and people of the two provinces of Tuyen Quang and Ha Giang (before the merger) have achieved important and quite comprehensive achievements with many outstanding marks; basically completing the main goals set out in the Resolution of the Congress of the two provinces.

The economy continued to grow and had many improvements. Attention was paid to the cultural and social fields, investment and development were taken care of; poverty reduction and social security policies were well implemented. National defense and security were strengthened and maintained. Party building and the political system were enhanced; the leadership capacity and fighting strength of Party committees and organizations were raised; the effectiveness and efficiency of state management in all fields were enhanced; the strength of the people and the great solidarity of all ethnic groups were promoted. The material and spiritual life of the people from urban areas to remote villages and border areas had many improvements.

Writing in the Traditional Book at the Temple of President Ho Chi Minh, Provincial Party Secretary Hau A Lenh expressed: In the joyful and exciting atmosphere of the Party Committee, government and people of all ethnic groups in Tuyen Quang towards the 1st Provincial Party Congress, term 2025 - 2030, the delegation was extremely moved and proud to offer incense to report to Uncle Ho. Before the beloved Uncle Ho's spirit, the delegation attending the Congress vowed to promote the highest level of intelligence, sense of responsibility, solidarity and unity to best complete the tasks of the Congress, orient a new development stage of the province, successfully implement the goal by 2030 that Tuyen Quang will be a fairly developed, comprehensive and sustainable province, worthy of the position of revolutionary homeland, heroic province and fulfill the important responsibility assigned by the Party Committee, people of all ethnic groups in the province, together with the whole country firmly step into the New Era - the Era of rising up of the Vietnamese nation.

Before the heroic spirit of President Ho Chi Minh and the heroic martyrs, the delegation and the entire Party Committee, government and people of all ethnic groups in Tuyen Quang province vow to forever have steadfast faith in the leadership of the Party; firmly adhere to the goal and path of national independence associated with socialism that the Party and Uncle Ho have chosen; continue to promote the study and follow of Uncle Ho's ideology, morality and style; strongly promote the tradition of the revolutionary homeland, solidarity and determination to successfully implement the goals and tasks set out by the Resolution of the Provincial Party Congress, contributing with the whole country to successfully implement the Resolution of the 14th National Party Congress.
