On December 25th, information from the Ha Tinh Provincial Police Department indicated that the Department of Criminal Investigation of Corruption, Economic Crimes , Smuggling, and Environmental Crimes, in coordination with relevant units, had just dismantled a large-scale illegal firework trading, transportation, and production ring.
This was an inter-provincial operation involving numerous suspects in various locations across the country. The total amount of seized evidence amounted to over 1.5 tons of various types of firecrackers and 39.2 kg of homemade firecrackers.
According to the investigation, in early December 2025, the Economic Police Department of Ha Tinh Provincial Police discovered signs of a complex network involved in the illegal buying, selling, and transportation of firecrackers on social media.
The suspects in the ring did not know each other in real life, did not meet in person, and only communicated through social media applications such as Zalo and Viber.

During the investigation, the police determined that Nguyen Duc Minh (37 years old, residing in Dak Lak ) was the person who directly purchased the fireworks, hid them, and resold them for profit.
Minh contacted Doan Van Hoai (35 years old, residing in Lam Dong) via the social network Viber to order a large quantity of fireworks.
Hoài acted as an intermediary, sourcing goods from suspects on social media and then reselling them to Minh at a higher price to pocket the difference.
Hoai purchased the fireworks from the supplier for over 199 million VND but resold them to Minh for 330 million VND, pocketing a profit of over 130 million VND. Hoai then hired Bui Xuan Chung to transport the fireworks to Minh for a fee of 27.5 million VND.
However, during transportation, upon reaching Dak Lak province, Chung surrendered and handed over all the evidence to the police.
Expanding the investigation, the police determined that Minh also sold firecrackers to Nguyen Huu Tinh (20 years old, residing in Hanoi). During a search of Tinh's residence, the police seized 39.2 kg of various types of homemade firecrackers. Tinh confessed to buying materials and precursors online to manufacture firecrackers for resale, but had not yet managed to sell them.
Based on the documents and evidence collected, the police arrested the suspects in this ring to investigate their involvement in "trading in prohibited goods," "transporting prohibited goods," and "manufacturing and trading in prohibited goods"; they also seized over 1.5 tons of various types of fireworks for investigation purposes.
