Draft regulations on the use of motorbikes, scooters, and rudimentary vehicles for passenger and cargo transportation business

On July 1, the Department of Construction of Ho Chi Minh City submitted to the People's Committee of Ho Chi Minh City a draft decision on regulations on the use of motorbikes, scooters, and rudimentary vehicles for passenger and cargo transportation business in Ho Chi Minh City.

According to the draft, this regulation applies to units, organizations and individuals involved in the business of transporting passengers and goods by motorbikes, scooters and rudimentary vehicles in Ho Chi Minh City. Encourage individuals who transport passengers and goods by motorbikes, scooters and rudimentary vehicles in Ho Chi Minh City to participate in groups, teams and unions. Encourage organizations and units to use environmentally friendly vehicles, reducing emissions into the environment; Enterprises have available premises to arrange waiting and drop-off locations for passengers and goods, convenient traffic connection premises, ensuring traffic safety requirements; Apply information technology in management and operation, in line with the process of applying information technology and digital transformation in Ho Chi Minh City.

The Department of Construction shall preside over and coordinate with the Ho Chi Minh City Police, the People's Committees of wards, communes, and special zones to review and decide specifically on prohibited and restricted areas, scope, and operating time of motorbikes, scooters, and rudimentary vehicles for passenger and cargo transportation business in the city; Monitor the implementation of this regulation, organize inspections, and periodically summarize and report on the implementation status to the Ho Chi Minh City People's Committee.

In particular, when approving architectural projects, it is necessary to ensure general parking planning and separate parking arrangements for motorbikes, scooters, and rudimentary vehicles for passenger and cargo transportation in public areas such as airports, train stations, inland waterway ports, shopping centers, hotels, hospitals, schools, apartment buildings, collective housing, and public entertainment venues.

The People's Committees of wards, communes and special zones shall study the organization and management of public parking lots for motorbikes, scooters and rudimentary vehicles used for passenger and cargo transportation in accordance with regulations. They shall be responsible for supervising and ensuring security, order and traffic safety at waiting areas, passenger pick-up and drop-off locations and loading and unloading of goods in the management area.

The Department of Science and Technology coordinates with the Department of Construction to research and develop an application (app) to provide support services for implementation in passenger management and transportation activities (calling a car via mobile application); Prioritize the use or integration into the smart urban service platform to serve the management, supervision, and support of passenger and cargo transportation; Build a database of smart camera systems to serve the inspection, supervision, and handling of violations of traffic order and safety.

Ho Chi Minh City Police organize and guide the registration of vehicle license plates and inspect, control and handle violations according to regulations; Preside and coordinate with the People's Committees of wards - communes, special zones and related units to guide the management units to use parking lots for motorbikes, motorbikes, and rudimentary vehicles for passenger and cargo transportation business to comply with regulations on traffic safety and fire prevention...
