The Government has assigned the Ministry of Home Affairs to develop 6 specific contents of the new salary regime.
Authorized by the Prime Minister, Minister of Home Affairs Pham Thi Thanh Tra has just signed the Government's report to the National Assembly delegates on the management of cadres and civil servants.
The report shows that implementing the Party's policies and guidelines and the State's laws on cadre and civil servant management; on the basis of thoroughly understanding the Party's viewpoints on cadre work: "Cadres are the decisive factor in the success or failure of the revolution; cadre work is the "key" step in Party building and the political system.
Building a contingent of cadres, especially strategic-level cadres, is a top priority task, a vital task of the Party, which must be carried out regularly, carefully, scientifically, closely and effectively. Investing in building a contingent of cadres is investing in long-term, sustainable development. In the process of building and perfecting institutions, directing, organizing and implementing, the Government always identifies the management of cadres and civil servants as one of the key and important contents that need to be directed consistently and implemented uniformly throughout the entire political system.
One of the contents of the report mentioned is the issue of reforming the wage policy. This is also the content discussed by the Central Committee at the 8th Conference of the 13th term.
According to Minister Pham Thi Thanh Tra, the implementation of policies and regimes for cadres and civil servants is carried out regularly, within the authority of the current hierarchy, ensuring compliance with State regulations. The termination and retirement regimes for cadres and civil servants are carried out in accordance with regulations.
The Government issued Resolution No. 107/NQ-CP on the Government's Action Program to implement Resolution No. 27-NQ/TW.
Accordingly, the Government has assigned the Ministry of Home Affairs to preside over and coordinate with ministries and agencies to develop 6 specific contents of the new salary regime according to positions, titles, and job positions, linked to the roadmap for restructuring the organizational apparatus, streamlining payrolls receiving salaries from the state budget, and financial solutions to create resources for salary reform.
However, from 2020 to now, due to the adverse impact of many factors, especially the Covid-19 pandemic, which has caused many difficulties for the economy and the state budget, the 13th Central Conference of the 12th tenure (October 2020) and the 4th Central Conference of the 13th tenure (October 2021) considered and decided to postpone the implementation of the new wage policy according to Resolution No. 27-NQ/TW.

Submit to the Central Committee and the National Assembly the implementation of comprehensive reform of the new wage policy
Pursuant to Resolution No. 69/2022/QH15 of the National Assembly on the state budget estimate for 2023, the Government issued Decree No. 24/2023/ND-CP stipulating the basic salary level for cadres, civil servants, public employees and armed forces.
Accordingly, from July 1, 2023, the basic salary will be adjusted from VND 1.49 million to VND 1.8 million (an increase of 20.8%) to reduce difficulties for cadres, civil servants, public employees and armed forces; at the same time, adjust pensions and preferential allowances for meritorious people according to the basic salary accordingly.
Assessing the results achieved in the management of cadres and civil servants, the Government report said that, implementing Resolution No. 27-NQ/TW of the 7th Central Conference, term XII, on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises, on the basis of thoroughly grasping the requirement: "Urgently build and perfect the job position system, considering this a fundamental solution with a premise for implementing salary reform", the Government issued Decree No. 62/2020/ND-CP regulating job positions and civil servant payroll as a basis for determining job positions, civil servant payroll and civil servant rank structure.
The development of the list of job positions, job descriptions and competency frameworks for job positions of cadres and civil servants from 2019 to present has changed the theoretical and practical approach to job positions. The implementation of job positions in the political system serves as the basis for the recruitment, management and use of cadres and civil servants according to job positions and the determination of payroll, restructuring, improving the quality of the cadre and civil servant team and moving towards paying salaries according to job positions according to the Party's policy in Resolution No. 27-NQ/TW.
However, the report also pointed out shortcomings and limitations in the management of cadres and civil servants, including the subjective cause that the salaries and incomes of cadres and civil servants are still low, not really creating motivation and encouragement for cadres and civil servants to be dedicated, wholehearted, wholehearted, and devoted in the process of performing public duties.
"Implementing the opinions of the Politburo and the National Assembly, the Government will submit to the Central Committee and the National Assembly the implementation of a comprehensive reform of the new wage policy according to Resolution No. 27-NQ/TW from July 1, 2024," said Minister Pham Thi Thanh Tra.
According to the head of the Home Affairs sector, in the coming time, it is necessary to continue to reform the organization to be streamlined, operate effectively and efficiently, implement staff reduction in conjunction with restructuring and improving the quality of the staff and civil servants according to job positions, and reform salary policies, wages and benefits for cadres and civil servants according to Resolution No. 27-NQ/TW.
