The Office of the Hanoi People's Committee has just issued Notice No. 459/TB-VP on the conclusion of Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen at the meeting to listen to the report reviewing the progress of implementing the City People's Committee's instructions on converting to "green" means of transport in the area.
Accordingly, after listening to the reports of the units, Vice Chairman of the City People's Committee Nguyen Manh Quyen unanimously concluded that converting to green means of transport is an urgent task that needs to be implemented drastically and urgently according to the directions of the Government , People's Council and City People's Committee.
The Hanoi People's Committee assigned the Hanoi Department of Construction to review relevant legal regulations and standards; coordinate with the Department of Industry and Trade to unify standards and regulations on charging stations/poles for electric vehicles.
Coordinate with the Department of Planning and Architecture, Department of Industry and Trade, Department of Agriculture and Environment and People's Committees of communes and wards to update planning and arrange land funds to build charging stations/pillars at bus stations, parking lots, rest stops, and public areas.
Develop a “Project to convert motor vehicles using fossil fuels to clean energy and green energy”. Effectively implement Plan No. 149/KH-UBND dated May 28, 2025, striving to achieve 100% of buses using electricity and green energy by 2030.
Develop economic and technical norms and unit prices for public passenger transport by electric buses; report and propose to the City People's Committee to issue in 2025. Research and organize mini bus routes, using electric vehicles in the beltway 1 area to serve people and tourists.
Coordinate with the Department of Justice and relevant units to develop policies to support enterprises in manufacturing and developing infrastructure for clean energy vehicles; support people in switching from fossil fuel vehicles to clean energy vehicles or using public transport; report to the City People's Committee in August 2025, as a basis for submission to the City People's Council before September 30, 2025.
The City People's Committee also assigned the Department of Finance to coordinate with the Department of Construction, the City Development Investment Fund, the State Bank of Vietnam, Region 1 Branch, and related units to develop lending processes and procedures to help transportation businesses and green vehicle infrastructure developers easily access capital.
