In 1945 and 1949, Lang Chap village, Trung Son commune, welcomed President Ho Chi Minh twice: on his trip from Pac Bo (Cao Bang) to Tan Trao on May 20, 1945, and on his trip from Tan Trao to Bac Kan province (formerly) on May 17, 1949. Here, he was safely sheltered and protected by the people. This was also one of the prerequisites for his successful leadership of the General Uprising to seize power in the August Revolution of 1945.
Continuing the revolutionary spirit, the people of Trung Son commune, together with Tuyen Quang province, are implementing a two-tiered local government model, which is initially operating effectively and smoothly, ensuring services for the people's lives.
Comrade Nguyen Anh Tuan, Secretary of the Party Committee and Chairman of the People's Council of the commune, said: The commune has a total natural land area of over 13,428 hectares, 2,560 households, more than 12,000 people, and 13 ethnic groups living together in 23 villages. As a newly established commune with a new and unprecedented operational model, alongside favorable conditions, the Standing Committee and Executive Committee of the commune's Party Committee have identified difficulties and are determined to turn challenges into opportunities for breakthroughs to rise to prominence in the 2025-2030 term. The commune's Party Committee has identified strategic breakthroughs: administrative reform; human resource development; and focusing on mobilizing resources and investing in the development of infrastructure in a step-by-step and synchronized manner. To meet the requirements of economic development, ensure social welfare, and build new rural areas... At the same time, the commune Party committee and government quickly began operating according to the new model, focusing on directing the review and consolidation of Party organizations, especially in villages and hamlets, and orienting the activities of each Party branch regarding Party building and building a strong political system. In particular, they focused on building a team of cadres with innovative thinking in leadership methods, who are close to the people, practical, and effective.
The streamlining of the administrative apparatus and the establishment of a two-tiered local government represents an organizational change and opens up great expectations for a new phase of development for the locality. Comrade Ma Thi Nhuong, Secretary of the Party Branch of Lang Chap village, said: “The village has 120 households and 514 people. The people here mainly develop their economy through agriculture and forestry in a production chain covering 254 hectares; the village has the Truong Giang High-Quality Agricultural Products Cooperative. I expect that the new local government model will work alongside farmers and businesses, support trade promotion, build brands, and expand the supply chain, bringing local agricultural products to domestic and international markets.”
Mr. Cu Seo Van, from Ngoi Khu village, Trung Son commune, said: “Compared to the past, people's lives have improved. Roads are convenient, people have solidly built houses, roads are paved with concrete, and irrigation canals in the fields meet the production needs of the people. We hope that the new two-level local government will create more favorable conditions and provide momentum for further economic and social development, and that people's lives will be improved even more.”
Building upon its traditional foundation as a revolutionary base in Zone III, Trung Son is gradually transforming itself. While acknowledging the many difficulties and challenges ahead, the people of Trung Son continue to uphold the spirit of unity, inheriting the revolutionary traditions of their homeland, competing in labor and production, and working together to build a more prosperous, beautiful, and civilized homeland.
