University suddenly stops recruiting, candidates 'fall into a difficult situation'

At 10:00 a.m. on July 30, student QHT (Cam Thuy district, Thanh Hoa) read the announcement of stopping enrollment for the regular pedagogical program on the fanpage of Hong Duc University. He was confused because 5:00 p.m. on the same day was the deadline to change his admission wishes on the Ministry of Education and Training 's General System.

In this year's high school graduation exam, HT scored 25 points in block C00 (Literature, History, Geography) and applied to two majors: PreschoolEducation and Primary Education at Hong Duc University.

HT put Hong Duc University as his first choice and hoped to pass. Therefore, when he heard that the school stopped recruiting students for the pedagogical major, he was very confused and quickly changed his choice so as not to miss the opportunity to enter university.

"I still feel very sad and disappointed because the school announced it at the last minute," HT said, adding that the distance from her house to Hong Duc University is not too far. Changing her wish to Vinh University in Nghe An means she has to study further away from home.

After finishing the high school graduation exam, HT took some time to rest and did not think too much about changing her wishes because she believed she would be admitted to her dream school. Before that, she had determined her favorite field and outlined her goals, so this last-minute change was a shock to the female student.

Many of HT's peers also found themselves in a "half-crying, half-laughing" situation when they put their first choice into this school. " Everyone was sad but had to text each other to comfort each other and encourage each other to change their choices so as not to exceed the deadline, " the female student said.

BTL (Thach Thanh district, Thanh Hoa) was sad to the point of tears and confused when receiving the news that Hong Duc University stopped enrolling students in the pedagogical major this year. BL placed her first choice in the school's preschool education major and took the aptitude test on July 1, achieving 7.75/10.

When her friends called to inform her that the school was not recruiting, L thought she was joking. It was not until more than 10 minutes later that she dared to turn on the phone to verify the information. "I have not changed my first choice yet because I still believe that the school will notify me again. My second choice is at Hanoi National University of Education ," the female student said.

The school issued an "urgent announcement", BL's friends passed the information to each other in a "confused" mood. Many candidates felt like they were sitting on hot coals because they had no priority plan in their heads for such a sudden situation. Many students sat absent-mindedly for hours in front of the computer screen before "finalizing" their wishes for the next 4 years of university.

NTMH (Thach Thanh district, Thanh Hoa) was also in a panic when the school suddenly stopped enrolling students. MH wanted to pursue primary education, so she chose Thanh Hoa University of Culture, Sports and Tourism as her first choice and Hong Duc University as her third choice.

The female student scored 24 points in block C20 (Literature, Geography, Civic Education). She thought she was secure with her registered wishes, but on July 30, she was startled when the notice that the University of Culture, Sports and Tourism had stopped enrolling students this year appeared before her eyes. On July 30, the deadline for registration, Hong Duc University also sent out a similar notice.

Both of my wishes to enter two universities suddenly stopped enrolling, MH "was worried to the point of losing sleep". "My second wish was to major in History Education, Pedagogical School, Vinh University. I had a total of 7 wishes, but from the beginning, I still hoped to be admitted to a university in Thanh Hoa to be closer to home" , MH said.

Regarding the above incident, Mr. Tran Van Thuc, Director of the Department of Education and Training of Thanh Hoa province, said that Hong Duc University and Thanh Hoa University of Culture, Sports and Tourism are two public higher education institutions, under the management of the Provincial People's Committee.

According to the advisory function, from the end of June 2023, the Department of Education and Training will coordinate with the two schools to submit to the Department of Finance and the People's Committee of Thanh Hoa province to request funding, and assign the 2023 regular university training quota in the form of orders.

However, until July 29, the Department of Finance had not yet finalized the funding level and quotas for the two schools. Therefore, these two higher education institutions were forced to temporarily suspend the first round of enrollment and wait for quotas to be assigned.

Previously, Mr. Bui Van Dung, Principal of Hong Duc University, explained that the school is a model of a local educational institution, managed by the People's Committee of Thanh Hoa province. Therefore, the school's enrollment must wait for training orders from the Provincial People's Committee. Currently, the school has not been assigned by the Provincial People's Committee to train teachers in 2023, according to Decree 116 of the Government.

For candidates who have taken the aptitude test at Hong Duc University, if they are not admitted to the teacher training program with the aptitude test combination, the school will refund the exam fee directly to each candidate.

A representative of Thanh Hoa University of Culture, Sports and Tourism also confirmed that the first round of enrollment had to be temporarily suspended because they were waiting for the Provincial People's Committee to assign training quotas for 2023. There are currently no statistics on how many candidates have registered for admission to the school this year on the Ministry of Education and Training's enrollment system.
