Chaired by Dr. Nguyen Hong Son, Chairman of the School Council and Associate Professor Dr. Nguyen Duy Phuong, Vice Principal of the school, delegates focused on discussing and contributing ideas around the Draft Law on Higher Education (amended).

The Chair of the Discussion raised many issues on perfecting the legal framework for the Law on Higher Education (amended).

Dr. Nguyen Hong Son emphasized that Vietnamese higher education is facing urgent requirements in improving training quality, promoting scientific research and adapting to the context of digital transformation and streamlining the management apparatus. Completing the legal corridor is a key condition for higher education institutions to develop sustainably, modernize and integrate internationally in the new period.

The delegates listened to two in-depth presentations by Associate Professor, Dr. Nguyen Duy Phuong "Comments on amending the Law on Higher Education" and the presentation "Some sharing on the mission and functions of National Universities, Regional Universities and Member Universities in the Draft Law on Higher Education (2nd time)" by Associate Professor, Dr. Doan Duc Luong.

One of the issues that many delegates are concerned about is the equating of National Universities, Regional Universities with newly established Universities. Many opinions say that it is necessary to clearly define the organizational model and management mechanism of member universities, avoiding grouping different types of universities into one regulatory framework, causing conflicts and difficulties in practical operations.

At the discussion session on the Draft Law on Higher Education (amended), many experts and education managers expressed concerns and recommendations related to the provisions in the draft, especially regarding the maintenance of the University Council at member universities of national universities and regional universities.
