Quang Ninh strives to universalize education and eliminate illiteracy.

Impressive results

With the determination to "leave no one behind" on the journey of knowledge, Quang Ninh province has implemented many practical programs on education and training for people, especially in remote areas and ethnic minority areas.

On May 12, 2025, the Ministry of Education and Training issued Decision No. 1278/QD-BGDDT on recognizing Quang Ninh province as meeting the standards for universal primary education level 3 and universal lower secondary education level 3 by December 2024.

Quang Ninh province has become one of 10 localities (63 old provinces and cities) that have achieved the highest standards of universal primary education , universal lower secondary education, universal preschool education and illiteracy eradication.

Thereby, by the end of 2024, Quang Ninh province will have 100% of commune, district and provincial level units meeting the standards for universal preschool education for 5-year-old children; 100% of commune and district level units meeting the standards for universal primary education level 3, provincial level records meeting the standards for universal primary education level 3; 100% of commune and district level units meeting the standards for universal lower secondary education level 3, provincial level units meeting the conditions for universal lower secondary education level 3.

Regarding the literacy results, the literacy rate of people at level 1 and 2 from 15-60 years old is over 99%.

Attention of all levels

This result is achieved first of all thanks to the efforts and determination of the province, the provincial Department of Education and Training and the entire political system, and the cooperation of the whole society in implementing the task of PCGD and XMC in the province in the period of 2021-2025.

Thanks to the attention and close direction of Party committees and authorities at all levels, always identifying the work of PCGD and XMC as one of the important political tasks in the socio-economic development of the locality; many documents have been issued to direct and implement the work of PCGD and XMC closely following the instructions on implementing PCGD and XMC according to Decree No. 20/2014/ND-CP of the Government on PCGD and XMC; Circular No. 07/2016/TT-BGDDT of the Ministry of Education and Training stipulating the conditions to ensure and the content, process and procedures for inspection and recognition of PCGD and XMC.

The People's Committees at the commune and district levels shall establish steering committees for PCGD and XMC, proactively deploy PCGD and XMC work in the area, ensuring progress, time and content according to regulations; organize propaganda and mobilize people about the importance of implementing PCGD and XMC.

Education management agencies, core units, main and direct implementers of PCGD and XMC tasks, actively advise People's Committees at all levels on PCGD and XMC work.

Regularly and promptly organize investigations, develop plans, provide professional guidance, inspect, urge, evaluate results according to schedule, and promptly report on the implementation of PCGD and XMC in localities.

The network and scale of schools and classes are conveniently arranged, ensuring the learning rights of students. Many localities actively and proactively prepare subject classrooms and teaching equipment, meeting the conditions for organizing 2 sessions/day and implementing the 2018 General Education Program according to the roadmap.

Schools and educational institutions have done a good job of mobilizing school-age students to attend classes at the beginning of the school year, strengthening management measures to minimize dropouts, and improving the quality of education to reduce the rate of students repeating a grade.

Mobilize most school teachers to conduct basic surveys to each household, collect statistics, classify specifically, and grasp the age and educational level of PCGD and XMC subjects.

The staff and teachers assigned to concurrently take on popularization work are enthusiastic, have a high sense of responsibility, and meet the requirements of the task; promote the application of IT in management, planning, and organizing teaching and learning activities.

With the achieved results, the province continues to improve the quality of PCGD and XMC work in 2025.

Accordingly, focus resources to create synchronization, connectivity, improve the quality of universalization work, prioritize the implementation of universalization of preschool education under 5 years old, compulsory education, XMC for adults and student streaming in general education, especially after junior high school; improve the quality of vocational education and continuing education centers; develop a harmonious, balanced and reasonable education system between public and non-public education, between regions for the benefit of the people, the benefit of learners...
