From that orientation, all levels, sectors and units in the province have implemented many practical solutions, creating conditions for people to study for life, study anywhere, anytime, in accordance with the management conditions of the two-level government, aiming to build a real and sustainable learning society.
Spread the spirit of learning widely
In recent years, the propaganda work to build a learning society in Dong Thap has been implemented synchronously, regularly and effectively. Every year, the Provincial People's Committee directs the Department of Education and Training (DET) to coordinate with departments, branches, press agencies and local authorities to organize many activities in response to Lifelong Learning Week, Vietnam Book and Reading Culture Day; thereby, spreading the spirit of lifelong learning widely in the community.

Activities such as book displays, exhibitions, book discovery competitions, community reading spaces, etc. also contribute to arousing the love of reading, encouraging the spirit of self-study and raising people's awareness of the value of knowledge in life.
At the same time, all levels, sectors and units in the province continue to promote propaganda and develop the movement to encourage learning and talent; mobilize many social resources to support students in difficult circumstances to continue their studies.
Through press conferences and coordination activities between the Association for Promotion of Education and departments, branches, sectors, political and social organizations, the content and objectives of the Project "Building a learning society for the period 2021-2030" are widely disseminated and go into depth.
Thanks to that, people's awareness of lifelong learning is increasingly raised; the movement to encourage learning, encourage talents, study and follow Ho Chi Minh's ideology, morality and style has spread strongly, creating a solid foundation for building a learning society in the area.
Through propaganda work on the significance of lifelong learning and building a learning society, Dong Thap province has effectively implemented the construction of "Learning Communities" at the commune level, "Learning Units" and learning models according to the regulations of the Ministry of Education and Training. Accordingly, the whole province of Dong Thap has 26 units recognized as "Learning Units" at the provincial level, of which 13 units reached level 1 and 13 units reached level 2.
Along with that, the Provincial Association for Promotion of Education guided localities to recognize 839,706/899,428 households achieving the title of "Learning Family" (accounting for 93.36%); 2,056/2,331 clans achieving "Learning Clan" (accounting for 87.77%); 1,653/1,659 hamlets and quarters achieving "Learning Community" (accounting for 99.63%).
In particular, the recognition of “Learning Citizens” was carried out on an information technology platform, creating favorable conditions for people to participate; as a result, 924,234/3,375,725 citizens were recognized, reaching 27.38%. These figures show the clear effectiveness of the propaganda work, contributing to promoting the lifelong learning movement and gradually forming a sustainable learning society in Dong Thap.
Building a "learning society" in the new context
In order to ensure the conditions of resources and mechanisms for implementing the construction of a learning society, the Department of Education and Training of Dong Thap province proactively coordinated with relevant departments and branches to review and advise the Provincial People's Committee to submit to the Provincial People's Council (PPC) to issue Resolution No. 12/NQ-HDND dated July 29, 2025.
This Resolution continues to inherit and apply Resolution No. 20/NQ-HDND dated December 10, 2022 of the People's Council of Tien Giang province (old), stipulating the expenditure content and expenditure levels to implement the Project "Building a learning society for the period 2021 - 2030" in the province. This is an important step to create a legal corridor and ensure funding sources for maintaining and expanding lifelong learning models in the locality.
At the same time, the People's Committee of Dong Thap province issued Decision No. 576/QD-UBND dated August 28, 2025 of the Chairman of the People's Committee of Dong Thap province on the establishment of the Dong Thap Provincial Council for Education and Human Resources Development. The establishment of this council aims to strengthen coordination in directing and operating the work of building a learning society in the context of the province implementing a two-level local government model. Thanks to that, the direction and implementation of learning programs are ensured to be more continuous, consistent and effective.
Along with perfecting the institution, the Department of Education and Training continues to advise the Provincial People's Committee to perfect the continuing education system, an important part of the national education system, towards open education, lifelong learning and building a learning society in the spirit of Resolution 29-NQ/TW.

The province has gradually arranged and improved the network of Continuing Education Centers to improve the effectiveness and efficiency of operations, creating a clear change in the model of providing learning opportunities for people.
Currently, in the province, there are 6 Continuing Education Centers serving the learning needs of people in ward and commune clusters; along with foreign language and information technology centers, life skills education centers, and community learning centers, contributing to expanding the lifelong learning network, meeting the diverse learning needs of all classes of people.
In particular, Dong Thap province has promoted digital transformation and the application of information technology in education. All schools in the area have built and used electronic lectures, deployed digital transcripts and software to manage records, scores, exams, tests, and student assessments. The application of modern technology not only helps management and teaching become more effective, but also opens up opportunities for learners to access flexible learning anytime, anywhere, in line with the spirit of a learning society in the digital age.
According to Deputy Director of the Department of Education and Training of Dong Thap province Nguyen Phuong Toan, in the new context, the Department of Education of Dong Thap province has launched a campaign to all educational institutions in the area to promote the dissemination of digital skills for students at all levels. This activity aims to help students improve their ability to access technology, adapt to the rapid changes of the digital age, and at the same time form lifelong learning habits, the core competencies of citizens in modern society.
In the context of digital transformation taking place strongly in all fields, equipping digital skills is not only an urgent requirement of the education sector, but also an important foundation for building a dynamic, creative and deeply integrated learning society in the digital age. From the right policy, the synchronous participation of all levels and sectors and the positive response of the people, the work of building a learning society in Dong Thap has achieved many remarkable results.
In the coming time, the province will continue to consolidate and expand the community learning network, strengthen the connection between schools and society, aiming to build Dong Thap into a typical learning locality in the Mekong Delta region.
