Ms. Truong Hai Thanh, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that Ho Chi Minh City (after the merger) has a large, diverse vocational education system with much development potential.
To synchronously implement the Vocational Education Development Strategy to 2045, Ms. Truong Hai Thanh said that Ho Chi Minh City is implementing it synchronously with a clear roadmap, closely linking the goal of training high-quality human resources with the characteristics of a large economic and financial center.

The Departments of Education and Training of Phu Tho, Dong Thap... proposed to have regulations and orientations for localities on the mechanism for allocating state budget capital, investment mechanism, support mechanism and mechanism for integrating other programs and projects in the same locality to implement goals and tasks... Integrating national target programs into one program, in which the contents on vocational education...
According to a representative of Thai Binh Medical College, being granted financial autonomy has created resources for the school to proactively invest and upgrade facilities to serve training and provide medical examination and treatment services.

However, currently, Thai Binh Medical College still lacks detailed guidance on using autonomous revenue sources for reinvestment, joint ventures, partnerships or upgrading equipment according to market needs and international training.
"Procedures for public asset management are still heavily administrative, discouraging units from proactively exploiting and creating sustainable revenue sources," said the leader of Thai Binh Medical College.
