The visit and working session took place in the context of the Politburo issuing Resolution 57-NQ/TW dated December 22, 2024, identifying the goal of promoting the development of science, technology, innovation and national digital transformation, marking an important step forward in the country's development strategy.

Previously, within the framework of his visit and work in Germany on March 25, Permanent Deputy Prime Minister Nguyen Hoa Binh had a meeting and worked with the Prime Minister of Hessen State, Mr. Boris Rhein. At the meeting, both sides highly appreciated the positive and effective development of the relationship between Vietnam and Hessen State in recent times.

In particular, when discussing the plan to build an international financial center in Vietnam, Prime Minister Boris Rhein affirmed that the state of Hessen is ready to support Vietnam in implementing this project, and at the same time share experience in financial market management, a strength of the state, with the famous Frankfurt financial center.

Prime Minister Boris Rhein also expressed his confidence in the role of the Vietnam-Germany University in training high-quality human resources to meet the human resource needs of future financial centers.

Deputy Prime Minister Nguyen Hoa Binh visited the Center for Technology Application and Transfer at Vietnam-Germany University.

The school also presented a number of recommendations and proposals, asking for opinions from Deputy Prime Minister Nguyen Hoa Binh on issues related to Vietnam-Germany University's support for the development of the International Finance Center.

Specifically, the school hopes to receive support from the Government in developing specialized training programs in finance, risk management and financial technology (fintech), as well as connecting with German businesses to implement applied research projects.

In addition, the school proposes to strengthen cooperation with the State of Hessen and international financial organizations to build a training and research ecosystem, contributing to providing high-quality human resources for financial centers in Vietnam.

The Permanent Deputy Prime Minister believes in the development orientation of the school, with the attention of the two governments, the dedication of the teaching staff, especially the valuable contributions of the teaching staff from Germany, will continue to make an important contribution in providing high-quality human resources for the region and the whole country, becoming a "lighthouse" symbol in the good cooperative relationship between Vietnam and Germany.

Sharing about the International Financial Center planned to be established in Ho Chi Minh City and Da Nang and emphasizing that Vietnam is entering an era of innovation, science and technology and digital transformation, the First Deputy Prime Minister said that besides traditional growth drivers, Vietnam is also looking for new breakthrough drivers such as chips, semiconductors, artificial intelligence (AI), as well as suitable new financial resources.

Sharing about the establishment of the International Finance Center, the First Deputy Prime Minister expected that the Vietnam-Germany University will play a pivotal role in the formation and development of the International Finance Center in Vietnam, becoming a place to train human resources to operate financial institutions in the future.

Emphasizing that the most important factor that scientists and researchers are interested in is “opportunities to contribute, research and working environment”, First Deputy Prime Minister Nguyen Hoa Binh hopes that with its role and position, the Vietnam-Germany University will connect German and Vietnamese professors and experts to participate in consulting on building a legal framework for a financial center, with policies attractive enough for international investors.

Wishing that Vietnam-Germany University will participate in the process of preparing human resources to participate in the Financial Center in Vietnam, the First Deputy Prime Minister believes that students of Vietnam-Germany University are high-quality human resources for the International Financial Center in Vietnam.
