Regarding the case of Phan Cong Khanh (Khanh Super, 30 years old, from Ben Tre province, residing in District 7, Ho Chi Minh City), the Ho Chi Minh City Police Investigation Agency issued an arrest warrant for Huynh Xuan Van on February 9th for the crime of fraud and appropriation of property.
Huynh Xuan Van (34 years old, from Ben Tre province, residing in Binh Chanh district, Ho Chi Minh City) is the Deputy Director of K Suppe Co., Ltd., headed by Phan Cong Khanh. In late November 2023, the investigative police issued a decision to prosecute and an arrest warrant for Van, but he fled his residence.
In June 2023, Phan Cong Khanh contacted and borrowed two cars, a McLaren and a Mercedes G800 Brabus, from Mr. LHP (born in 1992, residing in Kien Giang province) to display at the opening of Khanh's showroom on June 8, 2023. Because they knew each other beforehand, and both cars had been purchased from Khanh, Mr. P. trusted him and agreed to lend the cars. At that time, the original vehicle registration papers were kept in both cars.

Due to needing money to pay off debts, Phan Cong Khanh and Huynh Xuan Van discussed and agreed to sell the Mercedes G800 Brabus. Using fraudulent methods regarding car ownership, Van contacted and obtained the agreement of Mr. THP. On June 13, 2023, Van signed a sales contract for the car at a price of 24.5 billion VND.
After the loan period expired, Mr. P. repeatedly contacted Phan Cong Khanh to retrieve the two cars, but Khanh deliberately delayed. On June 30, 2023, Khanh returned the McLaren to Mr. P. However, the Mercedes G800 Brabus had already been sold to someone else by Khanh and his accomplices.
Through the media, Mr. LHP learned that Phan Cong Khanh and his accomplices had been prosecuted and detained by the Ho Chi Minh City Police for fraud and misappropriation of property, so he filed a complaint against Khanh and his accomplices.
In July 2023, the Ho Chi Minh City Police Investigation Agency issued a decision to initiate a criminal case and prosecute and detain Phan Cong Khanh for the crime of fraud and appropriation of property; and prosecute and arrest Mohamach Da Pha (27 years old, from An Giang province) for the crime of abuse of trust and appropriation of property.
During the expanded investigation of the case, the Ho Chi Minh City Police received numerous complaints accusing Khanh and his accomplices of defrauding people of tens of billions of VND.
Previously, the investigating agency received a report from Ms. LNTH (born in 1991, residing in Thu Duc City) accusing Khanh of fraud.
In her complaint, Ms. H. wrote that she bought the McLaren supercar with license plate 51F-821.xx for 10 billion VND. She authorized her sister, residing in Hanoi, to be the registered owner on the power of attorney contract.

Through social connections, Ms. LNTH met Phan Cong Khanh and asked him to help sell her car. In early March 2023, Khanh told Ms. H. that if she wanted to sell the car, she should bring it to Khanh's showroom because there was a buyer. The car owner agreed.
On the afternoon of March 9th, Khanh called an employee to come to Ms. H.'s house to pick up the car and drive it to Khanh's K-Super showroom (Tran Hung Dao Street, Pham Ngu Lao Ward, District 1) to sell it. At this time, Ms. H. handed over the car but did not hand over the car's documents to Khanh.
On May 23rd, Khanh needed money to pay off debts and redeem his mortgaged Mercedes G63, so he lied, asking Ms. H. to give him the car's documents for a potential buyer to see, when in reality there was no buyer. Khanh's intention was to obtain the original car documents so he could mortgage the car to borrow money. Believing Khanh, Ms. H. gave him the car documents.
Phan Cong Khanh gave his luxury car and all its documents to Mohamach Da Pha (an associate at Khanh's showroom) to pawn to Dang Minh Huy (32 years old, residing in Binh Tan District) for 2 billion VND. The interest rate for the loan was 2% per month, for a term of one month.
