The Law on Road Traffic Order and Safety, recently passed by the National Assembly , stipulates that motorbikes will have to undergo emission inspection.
Specifically, Article 42 on ensuring technical safety and environmental protection of motor vehicles and specialized motorbikes participating in road traffic stipulates:
Motor vehicles and specialized motorbikes participating in road traffic must be inspected according to the provisions of law.
Inspection of motorbikes and scooters only involves emission inspection. Emission inspection is performed at inspection facilities that meet national technical standards.
The Law also stipulates that the Minister of Transport shall prescribe the procedures for granting new, re-granting, temporarily suspending, and revoking certificates of eligibility for operation of motorcycle and motorbike emission inspection facilities. The Minister shall also prescribe the procedures for motorcycle and motorbike emission inspection; national technical regulations on technical facilities and locations of motor vehicle inspection facilities and motorcycle and motorbike emission inspection facilities.
This information makes many people mistakenly believe that motorbikes must have emissions inspection from January 1, 2025.
On the afternoon of July 9, the leader of the Vietnam Register said that the Law on Road Traffic Order and Safety will take effect from January 1, 2025. However, emission inspection for all motorbikes will be carried out according to the implementation roadmap issued by the Government .
According to the roadmap, the inspection of motorbike emissions will be carried out in accordance with the Law on Environmental Protection. According to the provisions of this law, the Ministry of Natural Resources and Environment will be the presiding agency, coordinating with the Ministry of Transport to develop and submit to the Government for promulgation of a decision on the implementation roadmap.
“Research agencies will consider issuing regulations that are suitable to reality. For example, new vehicles will not undergo emissions testing immediately, but will only have to undergo testing after 2-3 years. Used vehicles will have specific, detailed calculations,” the leader of the Vietnam Register informed.
The 2016 National Environmental Status Report states that emissions from motor vehicles are identified as the main cause of environmental pollution. Of these, motorbikes and scooters are the largest source of pollutants.
Statistics from the Ministry of Transport also show that by the end of 2021, the country had more than 68 million motorbikes. In Hanoi alone, there were about 6 million motorbikes, of which nearly 3 million were old motorbikes manufactured before 2000.
Meanwhile, according to the calculation of the project "Research on the current emission status of motorbikes in circulation towards controlling emissions, contributing to improving the air environment", vehicle users who perform periodic maintenance according to the manufacturer's recommendations can control emissions well, reduce vehicle fuel consumption by 7%, equivalent to fuel savings of 170,632 VND per year (calculated according to gasoline prices in November 2018).
