
Village regulations and customs contribute to enhancing the spirit of solidarity among residents in Quyet Tien village, Luan Thanh commune.
In Luận Thành commune, where 53% of the population are Thái ethnic minorities and 26% are Mường ethnic minorities, the development and implementation of the Village Regulations have brought about many positive changes in the lives of the people. Currently, all 18 villages in the commune have developed and promulgated Village Regulations with content that is appropriate to the actual situation and in accordance with the law. Along with general regulations on community solidarity, maintaining security and order, and protecting the environment, the villages have included specific contents on practicing a cultured lifestyle in weddings, funerals, and festivals in their Village Regulations.
For example, in Quyet Tien village, with 162 households, 85% of whom are Muong people, the village regulations have truly become a "common rule" in community life. The village regulations consist of 5 chapters and 28 articles with many specific contents. Many regulations are designed to be in line with the customs and traditions of the Muong ethnic group, while eliminating outdated practices and avoiding ostentation and waste.
Mr. Le The Nghia, head of Quyet Tien village, said: “When drafting the village regulations, the village held a public meeting to gather opinions and reach a consensus for implementation. Previously, many weddings were held for extended periods, but now they are generally conducted in a simple and economical manner. Funerals are also less burdensome and superstitious. Implementing the village regulations not only contributes to building a civilized lifestyle but also enhances solidarity within the community. People actively participate in cleaning village roads and alleys, helping each other develop the economy , and maintaining security and order. Currently, the percentage of culturally exemplary families in the village reaches 95%.”
Thanks to the effective implementation of the "Cultural Heritage" program, cultural life in residential areas of Luận Thành commune has seen significant improvements. Residents actively participate in local movements, and their awareness of maintaining environmental hygiene and improving the landscape in their residential areas has steadily increased. To date, the percentage of culturally exemplary families in the entire commune has reached 83.12%.
According to Nguyen Thi Nhung, Deputy Head of the Culture and Social Affairs Department of Luan Thanh Commune: "The contents of the Village Regulations were directly contributed to and agreed upon by the people of the villages. Therefore, when promulgated, they received high consensus within the community. Not only did we disseminate the regulations, but many villages also established specific rules for commending and rewarding families who performed well; at the same time, we reminded and criticized those who did not strictly adhere to the regulations."
In Thuong Xuan commune, the implementation of the "Culturally Advanced Community" model in residential areas is proving to be highly effective. Currently, the commune has 31 villages, all of which have developed and implemented the model in conjunction with the movement to build a cultured life at the grassroots level. According to local assessments, the most outstanding result is that weddings, funerals, and festivals are becoming increasingly orderly. Many outdated customs have been eliminated, and the practice of extravagant and prolonged celebrations that cause unnecessary expense has been gradually reduced. People are raising their awareness of practicing a civilized and economical lifestyle, in accordance with practical conditions. To date, 100% of residential areas have achieved the title of "Culturally Advanced Residential Area," and the percentage of "Culturally Advanced Families" has reached 87.43%.
According to Le Huu Giang, Vice Chairman of the People's Committee of Thuong Xuan commune: "During implementation, the village regulations are always reviewed, amended, and supplemented when content is no longer suitable to reality and according to the wishes of the people. The greatest value of the village regulations does not lie in mandatory regulations but in the consensus of the community. When people discuss, agree, and monitor implementation together, the common regulations will gradually become a conscious part of daily life."
In many localities, Hu Quy is contributing to preserving and promoting traditional cultural identity. Many aspects related to preserving the language, costumes, festivals, protecting forests and water resources, etc., are incorporated into community regulations in an appropriate manner. This simultaneously preserves traditional cultural values and builds a new, civilized, and progressive way of life.
However, despite the achievements, the implementation of the Regulations on Land Use Rights in some areas still has certain limitations. Some contents are still superficial and not truly aligned with local realities. In addition, in some places, the dissemination of information is not consistent, so people do not fully understand the content to implement it. Inspection and supervision are sometimes not given sufficient attention...
In the context of increasingly changing social life, many new issues arising in residential areas also necessitate the continued review and supplementation of community guidelines in a more practical and appropriate direction. Content related to environmental protection, landscape preservation, building a civilized lifestyle in social media use, and preventing social evils should also be studied and included in community guidelines. Furthermore, the implementation of community guidelines should be linked to the exemplary role of officials, Party members, and influential figures in the community. At the same time, the self-governance role of the community should be further promoted so that community guidelines truly serve as a foundation for building cultural life at the grassroots level.
