From July 1st, HPV will be included in the list of mandatory vaccinations.

One notable provision is the inclusion of HPV-related diseases in humans in the list of diseases requiring mandatory vaccination through the Expanded Immunization Program.

6. Polio.

7. Disease caused by Haemophilus influenzae type b.

8. Measles.

9. Rubella.

10. Japanese encephalitis.

11. Rotavirus diarrhea.

12. Pneumococcal disease.

13. Diseases caused by the HPV (Human Papilloma Virus) in humans.

14. Other diseases as prescribed by the Minister of Health .

Circular 13/2026/TT-BYT also regulates the organization of routine immunization, catch-up immunization, proactive campaign immunization, and epidemic control immunization; the information and reporting regime on immunization activities; the management of immunization subjects; and the Professional Advisory Council for evaluating the causes of severe adverse events during the use of vaccines and biological products.

Circular 13 also clearly states that vaccination must adhere to the following steps: Before vaccination, conduct pre-vaccination screening according to the professional guidelines of the Minister of Health. During vaccination: follow the vaccination indications correctly; use each type of vaccine and biological product according to the manufacturer's instructions; ensure vaccination safety according to the professional guidelines of the Department of Disease Prevention.

After vaccination: Monitor the vaccinated individual at the vaccination site for at least 30 minutes; instruct parents, guardians, or legal representatives (in the case of children, persons with diminished or limited civil capacity) to continue monitoring at home for at least 24 hours; record vaccination information according to the professional guidelines of the Department of Disease Prevention.

Circular 13/2026/TT-BYT takes effect from July 1, 2026. Simultaneously, from this date, Circulars 24/2018/TT-BYT, 34/2018/TT-BYT, 05/2020/TT-BYT, and 52/2025/TT-BYT cease to be in effect.
