
This large-scale census aims to collect basic information about the current state of production and business units, serving the assessment and policy -making of the Party and State in the new period.
According to the decision, the general census will be conducted nationwide to collect information on production and business units, including: corporations, general companies, enterprises, cooperatives, people's credit funds; non-public service units; associations; individual non-agricultural, forestry and fisheries production and business establishments; cooperative groups; religious and belief establishments; and branches and representative offices of foreign enterprises and non- governmental organizations in Vietnam.
The census will focus on collecting five main groups of information: identifying information, industry and type of economic activity of the unit; information on production and business conditions such as labor, assets and capital; results of production and business activities, including products, revenue and costs; the level of application of science and technology, especially information technology, digital economy and e-commerce in the unit's operations; and other in-depth thematic information.
The data collection period will be divided into two phases in 2026. Phase 1 (from January 5, 2026 to March 31, 2026): Collecting information at individual non-agricultural, forestry and fisheries production and business establishments; cooperatives; and religious and belief establishments.
Phase 2 (from April 1, 2026 to August 31, 2026): Collect information from businesses, non-public service units, associations, and branches and representative offices of foreign businesses and organizations.
Preliminary results of the census are expected to be released in January 2027, and the official results will be released in the third quarter of 2027.
A key aspect of this census is the maximum utilization of existing administrative databases and the thorough application of information technology throughout the entire process, from data collection to processing.
To ensure unified implementation, the Prime Minister will establish a Steering Committee for the 2026 National Economic Census at the central level. The Ministry of Finance is assigned to lead and coordinate with ministries, sectors, and localities to develop detailed plans, organize implementation, and build a census database for shared use.
Relevant ministries and agencies such as the Ministry of National Defence, the Ministry of Public Security, and the Ministry of Interior will be responsible for coordinating, providing relevant data, and organizing investigations within their respective jurisdictions. People's Committees at all levels in localities will establish provincial and commune-level Steering Committees and organize implementation within their areas.
For organizations and individuals under investigation, the Decision clearly states their responsibility to provide truthful, accurate, complete, and timely information as requested by the investigator. Any refusal or obstruction of information provision is not permitted.
