Deputy Minister of Education and Training Hoang Minh Son has just requested universities and colleges to review data and prepare for virtual enrollment filtering in 2025.
Do not exceed the quota
The new point of this year's enrollment is that the Ministry of Education and Training requires schools to convert the equivalent admission scores and entry thresholds between admission methods and combinations. However, the Ministry of Education and Training does not have unified regulations but allows schools to proactively develop their own plans, leading to a situation where each place has its own style.
According to the requirements of the Ministry of Education and Training, training institutions must comply with the Regulations on University and College Admissions for Preschool Education and guiding documents. The Ministry of Education and Training especially notes that in the first phase of the 2025 university and college admissions, training institutions must conduct admissions on the system to ensure compliance with the regulations and general plan of the Ministry.

Schools use all evidence uploaded by candidates to the Ministry of Education and Training's general admission support system to consider the wishes that candidates have registered, including high school graduation exam results, academic records, valid foreign language certificates and results of capacity and thinking assessments, etc.
In addition, the Ministry of Education and Training also requires schools to review the announcement of regulations on the difference in scores between admission groups, the rules for converting equivalent admission scores, closely following the Ministry's instructions, ensuring fairness, transparency and accountability to candidates, parents and state management agencies.
Virtual filtering 6 times
The Ministry of Education and Training also directed schools to re-examine the secondary criteria and admission data from previous years to determine the appropriate virtual rate, ensuring that the number of officially admitted candidates does not exceed the prescribed quota. In addition, schools must increase communication about fairness and transparency between admission methods and combinations.
Schools must also promptly and thoroughly resolve candidates' suggestions and complaints; coordinate with other training institutions to support candidates who encounter errors. Leaders of the Ministry of Education and Training remind schools to avoid errors and violations; strengthen internal inspections and checks and activities, and ensure internal quality throughout the admission process.
According to the plan of the Ministry of Education and Training, after candidates complete their registration of their wishes and pay the admission fee according to the number of wishes, from 7:00 a.m. on August 13 to 5:00 p.m. on August 15, the Ministry will review the database on the system. From 7:00 a.m. to 4:30 p.m. on August 16, schools will download the database on the system and organize the admission.
Then, in 4 days, from August 17 to 20, the Ministry of Education and Training will upload the admission results of the schools to the system (admission results of all admission methods); then return the results of processing wishes to the schools 6 times to give the final results.
The virtual filtering process ensures that each candidate is only admitted to their highest choice. This helps to minimize the phenomenon of virtual admission, that is, the number of candidates determined to be admitted does not reflect the number of people who will actually enroll.
After 6 virtual filtering rounds, by 5:00 p.m. on August 20, schools will enter the admission scores and admission results into the system; review and prepare to announce the first round of admission results according to the general schedule.
Training institutions will notify candidates who have passed the first round before 5:00 p.m. on August 22. Before 5:00 p.m. on August 30, all candidates who have passed the first round must confirm their enrollment on the system (if they wish to study).
240 colleges update enrollment information
2025 is the first year that colleges return to integrating admission data on the common system of the Ministry of Education and Training. Therefore, the number of candidates for admission increased by 115,892 compared to 2024.
According to records, about 240 colleges have updated enrollment information into the enrollment system in 2025. Of which, the majority of colleges enroll students in two parallel forms: enrollment on the common system of the Ministry of Education and Training and enrollment on the school's own system (submitting applications directly or on the school's website).
With the general admission form of the Ministry of Education and Training, the deadline for registration is July 28. Meanwhile, the admission form using the school system can last until October 2025 (depending on the school).
