Speaking at the conclusion of the first quarter 2025 meeting between the Standing Committee of the Hanoi Party Committee, People's Council, and People's Committee with leaders of districts, towns, and cities, held on the afternoon of April 3, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that in the first quarter of 2025, together with the whole country, Hanoi must carry out important political tasks, in the context of many difficulties and challenges.

With the efforts of the entire political system, business community and people, the city's gross regional domestic product (GRDP) in the first quarter increased by 7.35%, significantly higher than the same period in 2024; budget revenue reached a very high level, in particular, some localities such as Dong Anh district exceeded the annual estimate.

At the same time, the city has seriously carried out the task of streamlining the apparatus, ensuring objectivity and science, and has successfully completed the first steps with a very large amount of work, especially the arrangement of departments and branches. Immediately after the arrangement, the common work of the city continued to be guaranteed and in a better direction.

The city also implemented its own work and new models that brought very positive results, such as establishing the City Public Administration Service Center.

Comrade Nguyen Van Phong affirmed that this was the result of the spirit of solidarity, consensus, and high determination of all levels and sectors. Among them, there were very important contributions from cadres, civil servants, and public employees, who took a step back for the common good, and some comrades created conditions for the young generation to develop. Although the work was numerous, sensitive, and difficult, there were no petitions or complaints; the consensus and solidarity were very high.

According to the Standing Deputy Secretary of the Hanoi Party Committee, the city is currently focusing on implementing the conclusions of the Politburo and the Secretariat on the arrangement of administrative units. This is a very difficult and complicated task, but the city always determines to be exemplary and highly responsible in implementation; at the same time, clearly seeing that this is a big and difficult task, it is necessary to promote the spirit of solidarity, responsibility, unity and consensus.

First of all, Party committees at all levels must propagate and mobilize cadres, civil servants and public employees to work with peace of mind, because according to the Central Committee's direction, the payroll must be kept stable in the short term and gradually reduced according to a 5-year roadmap.

"In the coming time, the city will develop a specific plan on mechanisms and policies for cadres, civil servants, public employees and workers in the political system when implementing the arrangement and streamlining of the apparatus, including policies and regimes to support retired people; retraining and improving qualifications to meet job requirements in new conditions... No "darkness" in land management

Directing the upcoming tasks related to the meeting contents, regarding the Project on rearranging commune-level administrative units, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong said that the City Party Committee's Steering Committee has assigned the City People's Committee Party Committee to preside over this work, the rearrangement plan must ensure compliance with the Central's direction, while preserving the cultural and historical characteristics of the Capital, and at the same time, ensuring the best development space associated with planning for localities.

The task for districts, towns and cities in the coming days is to review and make a comprehensive statistical report on the staff, in order to, together with the city agencies, form a complete database on the staff of the entire city, as a basis for assigning, arranging and organizing appropriate work, ensuring the Party's comprehensive leadership on staff work. Districts, towns and cities are responsible for advising and proposing on staff work with a spirit of impartiality and objectivity, absolutely not allowing negativity in assigning, arranging and organizing staff.

Regarding the digitization of documents, comrade Nguyen Van Phong noted that this is a task that the Politburo and the Secretariat have directed to be implemented before the new administrative unit comes into operation. This is very important and must be done well, both to serve the leadership, direction, management and operation work, and to preserve, protect and avoid loss, loss and leakage of documents. The secretaries of the Party Committees of districts, towns and cities must directly direct, pay attention and spend time closely following this work; ensuring synchronous, unified and effective implementation.

Regarding land management (especially public land) and construction order management, the Standing Deputy Secretary of the City Party Committee emphasized that normally, this is a "hot" issue, and at this time it is even "hotter". The city requires leaders of districts, towns and cities to demonstrate the highest responsibility, not allowing "darkness" or management gaps to occur. The implementation of this important task is not only a measure of leadership capacity, sense of responsibility and honor of collectives and individuals in the locality and the whole city, but also a basis for the city to evaluate cadres, thereby, implementing the arrangement, rotation and transfer of cadres in the coming time.

“This is not something that cannot be done, but in fact, some places have done it well. The City Party Committee has directed the City Party Committee's Inspection Committee, the City Party Committee's Internal Affairs Committee and internal affairs agencies to pay attention to monitoring, inspecting and supervising.
