The economic picture in the first quarter showed many positive signs.

The report on the results of implementing socio-economic development and ensuring national defense and security in the first quarter, and the direction and tasks for the second quarter of 2024, presented by the Department of Planning and Investment, received much discussion and contributions at the meeting.

According to the report of the Department of Planning and Investment, in the first quarter of 2024, amidst many difficulties in the domestic and global economies, under the timely leadership of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, the socio-economic picture of the province showed many bright spots.

Localities completed the planting of 18,439.6 hectares of rice, reaching 101.9% of the plan; 8,262 hectares of corn for grain were planted, reaching 102.7% of the plan. The entire province attracted 917,500 tourists , reaching 33.4% of the plan, an increase of 4% compared to the same period; total revenue from tourism reached 1,080 billion VND, reaching 30% of the plan, an increase of 7% compared to the same period.

Total retail sales of goods reached VND 9,069.7 billion, equivalent to 25.9% of the plan, an increase of 8.4% compared to the same period last year; the value of goods exports is estimated at USD 33.8 million, equivalent to 19.9% ​​of the plan, an increase of 2.4% compared to the same period last year.

Industrial production value reached VND 5,447.3 billion, achieving 23% of the annual plan, an increase of 19.8% compared to the same period in 2023. The disbursement progress of public investment capital for 2024 as of March 15, 2024, reached 15.4% of the plan... Political security and social order and safety were maintained.

At the meeting, representatives from local departments and agencies discussed and proposed solutions to overcome several limitations, such as: the limited promotion of production and business for enterprises; many projects currently facing difficulties in completing procedures related to land clearance agreements, construction, urban planning, environmental protection, and fire safety procedures. In particular, the allocation and leasing of land for projects is very slow, with many unresolved issues, hindering the attraction of investors and businesses in production and business activities, and the promotion of the province's socio-economic development.

The implementation of public investment projects, especially key projects and the three national target programs, is still slow. The Tuyen Quang Provincial Planning for the period 2021-2030, with a vision to 2050, was approved by the Prime Minister a year ago; however, the establishment of industrial parks and clusters is very slow; and the preparation of district-level regional plans and annual land use plans is also lagging.

Some industrial production targets were met below planned levels. Forestry laws were not strictly enforced in some areas. The implementation of models and projects linking agricultural production and consumption remained limited.

The completion of criteria and supporting documents for new rural communes in 2022 and 2023 is still slow. Newly established businesses in the province are mainly small-scale enterprises that have not invested much in high value-added production sectors. The emphasis on responsibility by the heads of some grassroots agencies and units has not been implemented decisively from the beginning of the year...

Provincial People's Committee Chairman Nguyen Van Son emphasized that in the first quarter, the province had made great efforts in management and achieved very important results. Regarding the limitations, difficulties, and obstacles pointed out by departments and agencies during discussions, the Chairman of the Provincial People's Committee requested the Department of Planning and Investment to take the lead in finalizing the report, focusing on a detailed assessment of the progress of plan implementation, the results achieved, a clear analysis of limitations and their causes, and research on growth scenarios for each quarter.

Simultaneously, a thorough assessment of several aspects, such as the progress of public investment disbursement, national target programs, and the progress of off-budget projects, will be conducted to determine the key tasks for the second quarter and the entire year. The key areas and tasks must be prioritized by departments, agencies, and localities to address difficulties and obstacles, thereby driving growth.

To achieve the targets for the second quarter and the entire year, the Chairman of the Provincial People's Committee requested that departments, agencies, and localities continue to strictly implement the working regulations, closely follow the work program and emerging tasks to ensure quality and progress, and strictly adhere to administrative discipline and order.

At the same time, we must overcome the tendency to avoid and shirk responsibility, and to refrain from advising on and resolving issues in accordance with the spirit of the Prime Minister: only discuss action, not retreat; do not say no, do not say it is difficult, and do not say yes without doing it.

Preparing the best conditions for the Thanh Tuyen Festival.

At the meeting, the leaders of the Department of Culture, Sports and Tourism presented the Plan for Organizing the Festival of Performances of Representative Intangible Cultural Heritage of Humanity and the Thanh Tuyen Festival 2024.

According to the draft, the Festival will be organized on an international scale, while the Tuyen Quang City Festival will be organized on a national scale with many attractive activities within the program. The event is tentatively scheduled to take place from August 31st to September 15th in Tuyen Quang City and several other localities.

The Chairman of the Provincial People's Committee noted that the 2023 Tuyen Quang City Festival and the Heritage Regions Festival were very successful. This year, more thorough preparation is needed to ensure even greater success than in 2023.

Regarding the Festival of Representative Intangible Cultural Heritage of Humanity, close coordination with the Ministry of Culture, Sports and Tourism is needed on funding and scale. For the activities of the Thanh Tuyen Festival, the Department of Culture, Sports and Tourism needs to work specifically with localities and units to ensure more thorough organization, especially regarding inviting foreign representatives... The comrade emphasized that for the Festival to be successful, the design, ideas, and implementation must be meticulously prepared in advance. The live broadcast of the program must be planned early on VTV1, Vietnam Television.

Regarding the Proposal for approving the plan to develop the Tan Trao Special National Historical Site into a national center for revolutionary tradition education linked with tourism development, the Chairman of the Provincial People's Committee requested the Department of Culture, Sports and Tourism to review and supplement the content related to the effectiveness of the Plan.

Thoroughly address the shortcomings in environmental protection activities resulting from mineral exploitation.

In the report on the results of implementing the conclusions of the Government Inspectorate's inspection on environmental protection in mineral exploitation activities in the province from 2011-2017, presented by the Department of Natural Resources and Environment, despite corrective measures, some limitations remain, such as outstanding tax debts related to licensing fees and resource taxes due to many businesses temporarily suspending operations; some units that have been granted mining rights have not yet commenced exploitation or have temporarily suspended exploitation to complete the required documentation...

Commenting on this matter, Chairman of the Provincial People's Committee Nguyen Van Son requested strict implementation of the conclusions of the Government Inspectorate, and instructed relevant departments and agencies to review the unfinished tasks and complete them by April 2024.

At the meeting, delegates listened to and commented on many other important issues.

Earlier, the Chairman of the Provincial People's Committee presented the Provincial People's Committee's Emulation Flag to units belonging to various emulation blocs that had achieved outstanding results in the Patriotic Emulation Movement.
